Victor Kipiani: Georgia, in partnership with the international community, can facilitate efforts to initiate a peace process between Azerbaijan and Armenia

Mr Victor Kipiani, the Chair of Geocase, a think tank based in Tbilisi, Georgia, underlines that Georgia’s readiness to host a meeting of representatives of the sides of the conflict in Tbilisi will encourage holding a dialogue between them.

This conclusion was based upon his assessment of a recent statement made by the Georgian Prime Minister, Giorgi Gakharia on military confrontation between Azerbaijan and Armenia.

"Beginning a dialogue is a precondition for the parties to move towards negotiations and find the necessary consensus for a ceasefire. Georgia, in partnership with the international community, can facilitate efforts to initiate such a process. However, if a peace forum is to be properly organized and if any kind of escalation of hostilities is to be avoided, it is vitally important that appropriate security measures first be taken with the involvement of the international community", - Mr Kipiani added.

"De-escalating the armed confrontation and bringing a peaceful end to the conflict are vital for the stability and development of the South Caucasus. The international community must have sufficient resources at its disposal. War always brings destruction, and in order to halt this painful process we must persuade both parties that there can be no alternative to diplomacy. Georgia’s good neighbourly relations with both parties will enable Tbilisi to use universal and regional international mechanisms and to facilitate efforts for the purpose of holding a peaceful dialogue between them.
