The Head of the Special Investigation Service, Koka Katsitadze, approved the guideline on the familiarization with the criminal case materials and providing information to the victims of ill-treatment. The relevant statement has been released by thee Special Investigation Service.

The document was developed on the basis of the recommendations and practice analysis of the European Court of Human Rights, which came into the force immediately after its signing on July 27, 2022.

This is the first precedent when an investigative body will allow potential victims without a victim status to access the criminal case materials.

This new initiative of the Special Investigation Service will be applied to the cases where a citizen accuses law enforcement officers of violence and ill-treatment.

The approval of the Guideline was preceded by the discussion and opinions/recommendations sharing on the document with human rights organizations, the Office of the Public Defender and the representatives of Academia.

Involving a possible victim in the criminal case investigation and providing him/her with comprehensive information about the progress of the investigation is an important component of conducting an effective, objective and impartial investigation.
