According to their information, this is especially noticeable from the expenses incurred in the pre-election period - the ruling party spent more than all other parties taken together (53%), which was due to the large amount of donations received since the beginning of the year (13.4 million GEL).
"Signs of systemic corruption in the process of raising donations by the ruling party are still worrying. A significant part of the donors receive multi-million state contracts and subsidies along with the donation. The anti-corruption bureau is not interested in such donations, however, during the pre-election period, it harasses monitoring organizations and directly fulfills the Prime Minister's tasks, thus ultimately undermining trust in him.
Incomes and expenses of the parties
During the pre-election period, the studied 8 election subjects received a total of 18.8 million GEL income (budgetary financing and donation) and spent 25.3 million GEL. 53% of the total expenses (13.3 million GEL) came from "Georgian Dream".
In the pre-election period, 94% (17.7 million GEL) of the total income received by political parties came from donations, and 6% (1 million GEL) came from state funding.
In the pre-election period, election subjects received a total of 17.8 million GEL in donations, of which 6 million GEL (34% of all donations) went to "Georgian Dream", with 5.6 GEL the party "Coalition for Changes" was in second place, and "Strong Georgia" was in third place with 5.1 GEL. ".

It is worth noting the case of Gza LLC, which received 226 million GEL contracts in state procurement in 2023-2024. The company belongs to Giorgi Chkonia, a donor of "Georgian Dream" and a candidate for the member of parliament in the 2024 elections. He and his shareholder Malkhaz Dumbadze donated 75 thousand GEL to the ruling party in 2024, and since 2013 they have donated a total of 621 thousand GEL.
32 beneficiaries of the state program "Produce in Georgia" are donors to "Georgian Dream", who donated 1.6 million GEL to "Georgian Dream" in 2024. In 2014-2020, they received a total of 7.4 million GEL within the framework of the mentioned program.
In 2014-2023, 51 donors of "Georgian Dream" received subsidies of 71 million GEL from state agricultural projects. In return, they donated 7.7 million GEL to the ruling party in the mentioned years; Out of this, 2 million GEL - in the period from January 1 to October 4, 2024.
The companies of winemakers Zurab and Aleksandre Chkhaidze received the largest amount - 16 million GEL. They have donated 320,000 GEL to the "Georgian Dream".
Up to 10 million GEL subsidy was received by Bolero & Company LLC and "Georgian Alcohol Distillers Union" LLC, whose directors, Davit Bochorishvili and Irakli Bekauri, donated 347,000 GEL to the ruling party. The owner of the mentioned two companies is Bidzina Ivanishvili Deidashvili, Ucha Mamatsashvili's business partner is Vakhtang Karichashvili.
Persons with family or business connections with Bidzina Ivanishvili donated 425,000 GEL to "Georgian Dream" from January 1 to October 4, 2024.
Over the years, among the donors of the ruling party, several large groups have been formed, which donate large sums of money to "Georgian Dream" on the same day almost every election. On July 10-11, 2024, five owners of "Nova" LLC donated 282,000 GEL to "Georgian Dream". "Nova" received 9.2 million GEL from state purchases in 2023-2024; He received 1.1 million GEL from the "Make in Georgia" program. Supervision of parties
