According to the spokesperson of the Central Election Commission, Natia Ioseliani, the creation of a base of voters participating in the elections is limited by law, as it contains the risks of personal data disclosure. She announced this at the briefing held today.
According to her, the parties, based on their political agenda, make unrealistic demands in order to create the perception that the election administration is hiding information.
"We want to inform the public about the disinformation that is intensively spread in the media and social networks. Dissemination of manipulative and unsubstantiated information is of a campaign nature and aims to mislead voters. It is important for the election administration that the public has accurate information about the process. That's why we want to share the truth about some of the most common manipulative information. After it was confirmed that the data of the National Statistics Service and voter lists were being manipulated in a campaign-like manner, new disinformation began to spread intensively. The continuation of the manipulative campaign is the information spread by some politically interested persons about the extracts printed from the vote counting machines at different times, which contain different data. In fact, there were 3 vote counting machines in the 16th precinct of Khelvachauri, at the first stage, receipts showing the results of only 2 machines were printed, and then the report of all three vote counting machines was printed. The data of the consolidated receipt of all three machines exactly match the data of the summary report compiled as a result of the manual counting of ballots, and 1,404 ballots were recorded from both. The fact is confirmed by the employees of the Precinct Election Commission.
Another manipulation is related to the issue of invalid ID voting in one of the precincts of Sagarejo. A perception is created that such facts had a mass character, which is not true. A complaint has been written specifically regarding the mentioned case, which will be considered according to the relevant procedure. However, in this regard, it is important to note that the person who voted with the canceled ID had a valid passport and that is why he was included in the unified list of voters.
Manipulative information is also distributed in connection with election ballots. For example, one local watchdog organization publishes a bulletin photo where one of the subjects is crossed out and none of the circles are colored. Although such ballots are unequivocally considered invalid, the organization claims that the ballots were counted as genuine, which is not true. This is easily confirmed by comparing the check printed by the machines and the summary protocol.
Since this morning, representatives of various political subjects have been calling on the election administration to create a base of voters participating in the elections in order to give voters the opportunity to verify themselves in the list of voters coming to the elections. It is well known to politicians that this action is limited by law, and the creation of such a database involves the risks of disclosing personal data, which is against one of the recognized fundamental principles of elections and good international practice. Here, it is important to note that no complaint has been filed on this matter. Based on the above, it is clear that party representatives are making unrealistic demands based on their political agenda in order to create a perception that the election administration is hiding information.
Finally, we would like to respond to the discrediting statement made by the President of Georgia. Salome Zurabishvili states without appeal that election technologies were used to falsify the elections. We appeal to all involved parties to carefully study the conclusion of the American company "PRO V&V" regarding electronic technologies, and in case of finding problems in it, to take legal measures. We will continue to provide correct information to the public and we will not leave any misinformation unanswered", Natia Ioseliani said.
