In the coming years, the stability of Georgia's foreign policy will continue to be guaranteed - Georgia will continue to pursue a firm, pragmatic and results-oriented policy - we read about this in the government program submitted by Prime Minister candidate Irakli Kobakhidze to the Parliament for the vote of confidence.

In the government program "Only with peace, dignity and prosperity to Europe - 2025-2028" it is stated that the years 2020-2024 were marked by unprecedented international turbulence. The Russia-Ukraine war has thoroughly undermined the international order and created an existential threat to both European and global security.

According to the government program, in such a critical situation, the foreign policy of Georgia was distinguished by its strength and consistency, since it was based on the fundamental values ​​and values ​​defined by the country's constitution, as well as Georgia's commitment to the basic principles of international law.

"The main priority for the Georgian government is to unify the country and restore territorial integrity in a peaceful way. From this point of view, special importance is attached to keeping the issue at a high level on the international agenda and strengthening support.

The government of Georgia will continue to work actively and use all possible diplomatic and legal levers, towards the de-occupation of the occupied territories of Georgia, the implementation of the cease-fire agreement concluded by the Russian Federation with the mediation of the European Union on August 12, 2008, the integration of the occupied territories of Georgia into the political, military, economic, social, and legal space of the Russian Federation. Steps taken to prevent refugees and in the direction of the return of internally displaced persons and the protection of human rights in the occupied territories, the reconciliation of the population divided by the occupation line and the restoration of trust, in order to ensure international support and efforts, which acquires special importance in the light of the security environment created in the region.

Active cooperation with individual countries and relevant international organizations will continue, so that the priority issues related to the peaceful settlement of the Russia-Georgia conflict are actively placed on the agenda of the international community and in all relevant formats, and effective steps are taken to fulfill the above-mentioned tasks.

The decisions of the European Court of Human Rights and the International Criminal Court regarding the 2008 Russia-Georgia war and the decision of the European Court of Human Rights of April 9, 2024 on the so-called "continuing occupation case" will be actively used in all possible legal and political formats to assert state sovereignty and the place of residence of displaced persons. To ensure returns. State interests will continue to be protected in the Strasbourg and Hague courts.

In the Committee of Ministers of the Council of Europe, measures to enforce interstate disputes won by Georgia against the Russian Federation will continue.

The efforts of the Government of Georgia will be directed towards the continuation of the format of international negotiations in Geneva and its effective functioning. Meanwhile, more active work will continue to strengthen the process and achieve tangible results. Close cooperation with the co-chairing organizations and the USA, as well as with the EU member states, will continue, in order to more effectively support the de-occupation process", - it is stated in the program presented to the parliament "Towards Europe only with peace, dignity and prosperity".
