According to Ioseliani, within the framework of his mandate, he demanded that the relevant agencies "respond urgently" to the facts that happened during the actions.
"The fact of Guram Rogava's beating and all other facts were assessed by me in the strictest way. It was not only condemned, but also appreciated. Within the framework of my mandate, I demanded that all this be responded to immediately. So, you won't find any statement or my expression that could raise a question mark," said Ioselian.
According to his own explanation, there can always be an aggressive group at the rally, which can organize a provocation or be overly excited, which is why the entire rally cannot be threatened with disintegration.
"It is wrong to throw fireworks at the policemen, as well as to set fire to the building. This falls within the scope of freedom of expression, but under these circumstances the police must act individually. These people should be occupied, neutralized, and the whole action should not collapse. For example: when something happens on Chichinadze Street, a person standing near the Freedom Square metro station does not know what is happening at all, at that moment the rally begins to disintegrate," the Public Defender noted.
In addition, according to the Public Defender's explanation, some of those arrested at the rally claim that the law enforcement officers' improper treatment of them by the so-called police. It happened in the buses.
"225 persons reported improper treatment. Ill-treatment also includes beatings, some of them say that this happened in the so-called police cruisers. More say that it happened during the arrest, but some indicate that it [happened] during transportation in buses, about which we have prepared protocols and sent all these protocols to the Special Investigation Service. Who owns these cars? "Probably the Ministry of Internal Affairs, I don't think these cars are someone else's property," said the public defender.
In addition, according to him, the representatives of the Public Defender's Office also visited those persons who are detained under criminal law. According to Ioseliani, the apparatus is investigating the circumstances of their arrest, as well as the conditions of their stay in prison.
"We are working on the cases of all those arrested under the criminal law, so far we have visited twenty of them, of course we will visit other persons as well. We are investigating the circumstances of their detention, as well as the conditions of their stay in prison, because several of them indicated that they were in inappropriate conditions, etc. We have information about all this. Therefore, we are working with the penitentiary institution so that they have a quick response to such a case", said Ioseliani.
In addition, according to him, he was interested in the case of Saba Skhvitaridze, whose lawyer claimed that unlike other detainees, Skhvitaridze was placed in the special risk penitentiary institution in Rustavi and the cell is unsanitary.
"My representative went to him and saw his cell where he was. According to our assessment, [cell] did not meet the standard and in this regard we provided [information] to the penitentiary and requested a response to transfer him to another cell. We investigated the circumstances he was referring to, and we found this to be the case," Ioseliani explained.
