The Speaker of the Parliament, Shalva Papuashvili, explains the procedures of the presidential elections to be held on December 14.
As he noted, "Georgian Dream" has 211 members in the electoral college.
"For the first time in our history, the presidential election will be held indirectly, which is similar to the American, German way of electing the president, where the electoral college chooses the president. The electoral college consists of 300 members, of which 150 are members of the Parliament of Georgia, and the remaining 150 are recruited according to the following principle: all 21 members of the Supreme Council of Adjara, all 20 members of the Supreme Council of Abkhazia and representatives from 109 member councils, who are distributed proportionally to the results of the previous elections. Out of these 300 members, as of today, "Georgian Dream" has 211 members; "Akhali" party has 20 members; "National Movement" has 20 members; Lelo has 15 members, Gakharia party has 14 members; 20 members are from the Supreme Council of Abkhazia, since elections are not held there, there is no party affiliation. Accordingly, "Georgian Dream" has 211 members out of 300 members in the electoral college, while the opposition has a total of 69 members. Out of 300 members, 109 members are from the city councils, which were distributed according to the quotas by the CEC - 54 of the 109 members were from "Georgian Dream", 55 were from various opposition parties, which did not take these quotas and did not present their representatives from the city councils. Therefore, in accordance with the legislation, these quotas were distributed to another party and "Georgian Dream" took over these quotas. In tomorrow's elections, 69 members of the electoral college are from the opposition, including the elected opposition members of the Parliament of Georgia.
As for the procedure, the elections will be held for 5 hours from 09:00 to 14:00. CEC will conduct the elections. An election precinct will be set up in the meeting hall and the CEC will lead this process as a whole. Delegates will vote. Voting is open and roll call, not secret. Elections will end at 14:00. Before that, the CEC will hold a meeting, which will also be broadcast publicly. This process will be broadcast. The results will be counted at the session of the CEC and the final result will be announced. Tomorrow there will be a special regime for the media. Tomorrow there will be a special media accreditation. Therefore, I request all media, including foreign media, who are interested in observing the process, to communicate with the apparatus by tomorrow to obtain a special pass. The annual accreditation will not be affected, there will be a special accreditation", said Shalva Papuashvili.
