According to Beselia, the document discusses how elections should be conducted without legislative changes while ensuring a change in the election administration.

"I am far from the idea that any platform, alternative political center, etc., will be decisive in this process. These things seem more like formats for political groups—some believe that a certain type of unity should be given a name.

What is decisive is mobilizing forces in a way that brings everyone together around a common goal—holding new elections and removing the group that has seized power through a criminal system. This requires the complete unification of citizens, regardless of personal political preferences, to achieve a result through collective effort. What name is given to any platform within this process is secondary at this stage.

What Salome Zurabishvili is working on now—and this process is practically completed, with only the declarative part remaining, which will be finalized soon—is uniting everyone around an electoral document and its principles. It focuses on how elections should be held, what should happen, and under what conditions we should reach elections. The discussion is about the conditions under which we approach elections, what the opposition and civil sector can agree on, and what conditions must be met to hold elections without legislative changes.

There are two scenarios—one where, in a political crisis, the parties agree on calling elections and then determine the rules for conducting them. This requires an agreement, but for an agreement to happen, there must be a counterpart that includes citizens, activists, politicians, the president, etc. There must be conditions that cannot be compromised. The second scenario is when no political agreement is reached, leading to a situation where elections are still called under complete collapse—and that is already the choice of the Georgian Dream.
