According to Mdinaradze, the purpose of the fine is to prevent crime, and if a potential criminal knows that they will pay his fine, then prevention is canceled.
“The purpose of these foundations, in addition to inciting and facilitating violence, is to abolish the function of the state. When you do something wrong and they tell you, “You do it, I will pay you a fine,” this is an attempt to abolish the function of the state. It is no less harmful than committing the crime itself, maybe even more so. Incitement is a crime, when someone tells you that if you commit a misdemeanor, for which the state has imposed a specific fine, he will pay you, this is a crime. All kinds of fines and punishments are imposed in the state in order to prevent crimes or misdemeanors. This prevention is completely canceled by someone who creates a fund to pay the fines of persons who commit crimes or administrative offences. Unfortunately, this was done by EU funds, unfortunately, USAID and other external funding organizations, when they tried to pay fines. In every country in the world, fines have a preventive purpose, they are trying to cancel this, which is an attempt to ruin the state," said Mamuka Mdinaradze.
