"Terror in Georgia -foreign financing of NGO’s or projects now forbidden. Local solidarity funds frozen arbitrarily. Disproportionate fines (1800$ each) strangling peaceful protesters. Businessmen jailed. Politicians threatened. Foreign officials not allowed in the country. " writes Zurabishvili.
