The Parliament of Georgia assesses the "MEGOBAR Act" adopted by the U.S. House of Representatives as an extremely hostile act towards the Georgian state, the Georgian people, and the government elected by them, including the Parliament of Georgia.
This is stated in the draft statement of the Parliament. The statement is 11 pages long and is currently under discussion in the Foreign Relations Committee.
According to the document, the "deep state" and its institutions have attempted to undermine democracy in Georgia.
The Parliament will approve the "MEGOBAR Act" adopted by the U.S. House of Representatives today.
The draft statement of the Parliament has the following content:
"On May 5, 2025, the U.S. House of Representatives adopted the so-called 'MEGOBARI Act', which, by its very essence, is an extremely hostile act towards the Georgian state, the Georgian people, and the government elected by them, including the Parliament of Georgia.
The so-called 'MEGOBARI Act' is based on three main false accusations:
a) There is a significant democratic backsliding in Georgia;
b) The Georgian government is blocking Euro-Atlantic integration;
c) Georgia is establishing improper ties with 'Russia, China, and other authoritarian regimes' (it was later clarified that by 'other authoritarian regimes,' Iran is meant).
The so-called 'MEGOBARI Act' does not require a detailed analysis, as its hostile attitude towards Georgia, the Georgian people, and the Georgian government is apparent at first glance. It is also noteworthy that this act is technically flawed and contains numerous factual errors and logical contradictions.
However, the Parliament of Georgia finds it appropriate to respond to each false accusation presented in the so-called 'MEGOBARI Act' with facts:
The falsehood of the accusation of "significant democratic backsliding" in Georgia is definitively refuted by concrete facts and international ratings, according to which Georgia has experienced fundamental progress in all areas since 2012. Specifically, since 2012:
A constitution has been adopted that fully complies with the highest democratic standards and replaced the pro-authoritarian constitution of Saakashvili's regime, which was controlled by the 'deep state';
The prison population has been reduced by two and a half times, and inmate mortality has decreased tenfold. The systematic practice of torture and inhuman treatment of prisoners by the government, which was one of the main features of the Saakashvili regime controlled by the 'deep state', has been eradicated. This was recognized and confirmed by the European Court of Human Rights;
The systematic practice of business racketeering, used as a key instrument of authoritarian rule by the Saakashvili regime controlled by the 'deep state', has been eradicated. It is noteworthy that Georgia ranks 25th in the Fraser Institute’s World Index of Economic Freedom;
A diverse media environment with the highest level of pluralism has been established. Whereas before 2012 the media space was practically monopolized by the Saakashvili regime controlled by the 'deep state', today Georgia can serve as an example for most countries in the U.S. and Europe in terms of media independence. The Parliament of Georgia attentively listens to the statements of U.S. President Donald Trump regarding the dire situation of the American media and observes that in most European countries, the media is also fundamentally controlled and managed by the 'deep state';
An independent judicial system has been established, which was previously fully subject to the political control of the Saakashvili regime controlled by the 'deep state'. Opponents cannot name any specific court cases that were unfairly decided after 2012. All court decisions criticized by foreign officials, NGOs, and opposition parties have been recognized as fair by the European Court of Human Rights. According to the World Justice Project's Rule of Law Index, Georgia ranks first among countries in the region and surpasses several EU member states. According to the 'Varieties of Democracy' research, Georgia ranks 9th in Europe for judicial independence from government interference. The number of complaints filed with the European Court of Human Rights has decreased threefold. In contrast, under the previous U.S. administration, there was an incident where a U.S. embassy official openly demanded an account from a Georgian judge regarding a specific case in violation of the Georgian Constitution, and then canceled the judge’s visit to America due to an unfavorable ruling. It is noteworthy that the European Court of Human Rights later confirmed the fairness of that decision;
Georgia has strong, transparent, and accountable state institutions. In terms of low corruption, it is one of the leading countries. For example, in the Open Budget Index, Georgia ranks first out of 125 countries, and in the World Bank’s Control of Corruption Index, Georgia ranks 29th globally and 18th in Europe;
Georgia holds fair and democratic elections. Despite the 'deep state' planning large-scale delegitimization campaigns in advance of the 2020 and 2024 parliamentary elections, both elections were so fair that no substantial violations or evidence were presented. It is noteworthy that the 2024 elections were conducted using electronic vote counters installed by a leading American company, whose audit was later conducted by another leading American company, which confirmed the reliability of the results. In contrast, in 2008, the Saakashvili regime retained power through total election fraud, which was given the 'green light' by the 'deep state';
Due to 11 years of progress in civil liberties, Georgia now ranks 9th in the world. The right to peaceful assembly is ensured to the highest standards. In November and December 2024, the government thwarted a violent five-day attempt to overthrow the constitutional order without causing any long-term harm to the health of the protesters during dispersals. Meanwhile, one police officer lost sight in one eye due to violent acts. For over 150 days now, a very small group of people has been blocking Tbilisi’s central avenue daily, yet law enforcement agencies have not intervened. Historically, such a precedent of assembly freedom has likely not occurred in any other country.
The 'deep state' and its institutions attempted to undermine democracy in Georgia. It is noteworthy that in 2023-2024, the main attack on democracy in Georgia was related to laws adopted by the Parliament of Georgia concerning the transparency of funding from USAID, NED, and similar funds, as well as restrictions on LGBT propaganda. Additionally, since 2020, the 'deep state' has been trying to return to power a political force known for insulting President Trump with vulgar language, with numerous video evidences available in public sources.
All these facts irrefutably confirm not only Georgia’s fundamental democratic progress since 2012 but also that today it is a democratic country that firmly upholds the rule of law and the fundamental rights and freedoms of individuals.
The falsehood of the accusation regarding the “blocking of Euro-Atlantic integration” is also definitively refuted by specific facts and evidence. In 2017, it was the current government that amended the Georgian Constitution to define integration into Euro-Atlantic structures as a state goal—an amendment not supported by any opposition party then in Parliament. Georgia has always expressed full readiness for Euro-Atlantic integration, but in response, it has received reserved positions from its partners. This means it was not the Georgian government but partner countries that created artificial obstacles to Georgia's Euro-integration. Despite this attitude, all tangible results on the path to EU integration were achieved under the current government. Specifically, in 2014, the Association Agreement and the Deep and Comprehensive Free Trade Area agreement were signed with the EU, and later, a visa-free regime was introduced for Georgian citizens. In March 2022, the current government applied for EU membership, but in June of the same year, Georgia and the Georgian people were unjustifiably denied candidate status, which representatives of the 'deep state', specifically NGOs funded by USAID, NED, and similar foundations, used as a pretext for attempting a revolution. Despite the unfair approach of European bureaucracy, thanks to the government and public support, Georgia still achieved EU candidate status in December 2023. However, the unfair approach resumed in 2024—despite the Georgian government's readiness, European bureaucracy created artificial obstacles again by refusing to open negotiations on Georgia’s EU accession. Georgia continues to deal with this unjust stance, which remains the only artificial barrier on its path to Euro-integration. As for NATO accession, it is known that both the new U.S. administration and NATO consider the integration of Ukraine and Georgia unrealistic even in the medium term. In such conditions, excessive activism from Georgia is pointless. Given all of the above, it is clear that the accusation that the Georgian government is blocking Euro-Atlantic integration is unfounded. The same is true for the accusation about Georgia establishing improper ties with Russia, China, and Iran:
While 20% of Georgia’s territory is occupied by the Russian Federation, Georgia, unlike most of its partners in the U.S. and Europe, does not even have diplomatic relations with Russia. Since 2012, no Georgian politician has visited Russia. Russia’s share in Georgia’s trade turnover is less than 12%. A joint assessment mission by the U.S., EU, and UK determined that Georgia does not allow its territory to be used to circumvent Russian sanctions. This was reported to the U.S. Senate even under the previous administration by Deputy Secretary of State James O’Brien. Since February 2022, Georgia has joined over 600 international acts supporting Ukraine’s sovereignty and territorial integrity and condemning Russia’s military aggression. All of Georgia’s neighboring countries, as well as Moldova (which remains a CIS member), maintain closer ties with Russia than Georgia does. Politicians from Moldova also visit Russia without hesitation. Lithuania and Latvia sell many times more wine in Russia than Georgia, a wine-producing country. All these facts point to the lies and double standards used against Georgia;
Georgia and China have political and economic relations at a level comparable to those between the U.S. and China. The Georgian Parliament closely follows President Trump’s optimistic statements about deepening cooperation with China. In this context, U.S. criticism of Georgia's relations with China is entirely incomprehensible;
The same applies to relations between Georgia and Iran, which, unfortunately, are not even at the level of those Iran has with other countries in the region. It is noteworthy that speculation in the U.S. about Iran began due to the Georgian Prime Minister’s attendance at the Iranian President's inauguration, which was attended by the highest representatives of all neighboring states. The inauguration was also attended by representatives of countries with strategic partnerships with the U.S. and the European Union, yet, unfortunately, only Georgia became the target of speculation, once again pointing to injustice and double standards.
All these lies and injustices confirm that the so-called 'MEGOBARI Act' is dictated by the ‘deep state’s’ hostile and aggressive attitude toward Georgia. Instead of acting independently of the ‘deep state’ and urging the new U.S. administration to lift the unfair sanctions imposed by the previous administration, the U.S. Congress is doing the opposite—demanding new sanctions.
Fortunately, the Georgian people have an appropriate reaction to such absurd decisions. For quite some time now, Georgian society has not taken the European Parliament seriously at all, as it has adopted six hostile resolutions against the country since 2022. Unfortunately, the United States Congress is causing similar reputational damage to itself. It is regrettable that the Congress—founded by America's Founding Fathers, such as George Washington, Thomas Jefferson, Benjamin Franklin, James Madison, and others, and once known as a citadel of democracy—severely damaged its image and reputation in the eyes of Georgian society on May 5, 2025.
According to the Parliament of Georgia, such a rough, unfair attitude and double standards toward the country can be explained by only one thing: the "deep state" could not forgive Georgia for the fact that its government did not comply with the demand to "open a second front"—a demand raised during meetings between the representative of the deep state and top officials of the Georgian government.
The Parliament of Georgia expresses hope that the new administration of the United States will successfully weaken the "deep state," which will allow the U.S. Congress to regain the old glory and reputation it had earned over 200 years of activity.
The Parliament of Georgia expresses its readiness to cooperate with the U.S. Congress on all issues that may help strengthen relations between Georgia and the United States.
