Prime Minister Irakli Kobakhidze’s annual report, which he will present to Parliament on June 27, states that an inter-agency working group has been established for the effective coordination of legal harmonization with the European Union, which has developed an action plan for 2024-2025, which defines the obligations for legal harmonization with the European Union.

An electronic database of legal harmonization has been created, which is accessible to state agencies and includes more than 600 acts to be harmonized within the framework of the Association Agreement and other agreements. According to the data, the harmonization rate with EU law exceeds 50%.
In order to facilitate the application of harmonized Georgian norms in accordance with EU law, as well as to enhance legal predictability, relevant decisions of the Court of Justice of the European Union are being gradually reflected in these norms. The report talks about NATO. It notes that during the reporting period, a jubilee summit was held to celebrate the 75th anniversary of NATO. “The Georgian delegation, led by the Minister of Foreign Affairs, participated in the events held within the framework of the summit.
A self-assessment document of the 16th Annual National Program (ANP) of Georgia for 2024 was developed and sent to NATO Headquarters.
A self-assessment document of the NATO-Georgia Individually Tailored Partnership Program (ITPP) for 2023-2024 was also developed and sent to NATO Headquarters. Georgia is one of the first countries to successfully participate in this NATO program.
During the reporting period, several high-level visits were carried out to European countries. In particular, the Prime Minister of Hungary visited Georgia as the country holding the Presidency of the Council of the European Union. A visit by the Minister of Foreign Affairs of Georgia was also held at the beginning of the Hungarian Presidency. In addition, the Minister of Foreign Affairs visited twice Hungary, at the end of its Presidency of the Council of the European Union and also in March, when she delivered a speech at the Ambassadorial Forum. The Minister paid a visit to Luxembourg and also made a working visit to the Republic of Austria, within the framework of which a meeting was held with the Federal Minister. The Georgian delegation, with the participation of the Minister of Foreign Affairs, attended the funeral of Pope Francis and the enthronement ceremonies of the newly elected Pope Leo XIV in the Vatican.
During the reporting period, the Prime Minister of Georgia paid visits to the United Kingdom (July 18, 2024), Hungary (November 7, 2024) and Albania (May 16, 2025), to participate in the summits of the European Political Community (EPC).
Bilateral political consultations were used to discuss a wide range of relations with European countries. In particular, consultations were held with the Netherlands, Slovakia, Serbia, Malta, Italy; in addition, the Deputy Minister visited Hungary and Latvia.
The active use of high-level international forums for holding bilateral meetings with European leaders and foreign ministers continued.
A further clear expression of increased engagement with the Western Balkans region was Serbia's decision to open an embassy in Tbilisi in 2025.
During the reporting period, the following visits and bilateral meetings were held with the United States:
On July 10–13, 2024, the US Under Secretary of State for Civilian Security, Democracy, and Human Rights, Uzra Zeya, visited Georgia.
On August 9–11, 2024, the US bipartisan Parliamentary delegation, consisting of Democratic Senator Jeanne Shaheen and Republican Congressman Mike Turner, visited Tbilisi;
On April 22, 2025, the Spring Meetings of the International Monetary Fund and the World Bank opened in Washington, within the framework of which an official Georgian delegation led by the Minister of Economy and Sustainable Development of Georgia, First Vice Prime Minister, visited the United States. The delegation held meetings with representatives of both the executive branch and the private sector: the First Vice Prime Minister met with the U.S. Assistant Secretary of Commerce for Global Markets, Ashok Pinto, and discussed the prospects for trade and economic cooperation between the two countries.
The first official meeting was held at the State Department, where the prospective agenda of political and economic cooperation between the two countries was discussed with the US Deputy Assistant Secretary of State, Joshua Huck. Later, the Deputy Prime Minister also met with the Deputy Assistant to the United States Trade Representative, Silvia Savich. As part of the visit, a meeting was also held at the White House, at the National Security Council, with the Special Assistant to the President of the United States, and Andrew Peek, Senior Director for European Affairs at the White House National Security Council .
The Consolidated Appropriations Act of 2024 (Consolidated Appropriations’s Act FY24), for the eighth consecutive time, again contains a supporting note for Georgia on the de-occupation and non-recognition of the regions of Georgia. The law also provides for funding for annual assistance to Georgia.
On December 23, 2024, the US National Defense Authorization Act for 2025 - NDAA FY25 entered into force. In the final version of the law, the issue related to Georgia was included in the explanatory part of the consolidated text.
It is important to maintain and deepen the current dynamics of relations between Georgia and Canada in the political, economic, defense and security spheres (including in terms of continuing joint exercises and military education). The following visits were made during the reporting period:
On June 12, 2024, Robert Sinclair, Director General of Arctic, Eurasian and European Affairs of the Canadian Ministry of Global Affairs, paid a visit to Georgia;
From October 31 to November 1, 2024, Georgia (at the level of diplomatic representation in the host country) participated in the conference entitled − Ministerial Conference on the Human Dimension of Ukraine’s Peace Formula and joined the joint communiqué of the conference;
"On February 11, 2025, the Minister of Foreign Affairs, at the invitation of her Canadian colleague, participated in the meeting of the Women Foreign Ministers Group (WFMG)," reads the Prime Minister's annual report submitted to Parliament.
