Georgian Dream has released a statement calling the information disseminated by Transparency International Georgia disinformation, according to which the obligation to fill out an asset declaration arose for the Honorary Chairman of the Georgian Dream, Bidzina Ivanishvili, after the 2024 parliamentary elections due to his short tenure as an MP, and despite this, his declaration cannot be found on the declarations website.
According to Georgian Dream, Bidzina Ivanishvili filled out his asset declaration as a candidate for parliamentary membership on October 4, 2024, and as a member of parliament, he was exempted from the obligation to submit a declaration, since his term in office did not exceed 2 months. This circumstance, according to the ruling party, exempts a person from filling out an asset declaration.
According to Georgian Dream, Transparency International Georgia is once again trying to mislead the public with speculative statements and propagate lies.
“We would like to respond to another piece of disinformation spread by Transparency International Georgia, according to which the obligation to fill out an asset declaration arose for Bidzina Ivanishvili, the Honorary Chairman of the Georgian Dream, after the 2024 parliamentary elections, due to his short term as an MP, and despite this, his declaration cannot be found on the declarations website.
For the purpose of informing the public, we would like to clarify that Bidzina Ivanishvili filled out the property declaration, which he was required to fill out as a candidate for parliamentary membership during the 2024 parliamentary elections, on October 4, 2024. Radio Liberty also requested the declaration filled out by Bidzina Ivanishvili as a candidate for parliamentary membership from the Anti-Corruption Bureau and devoted an article to this topic on October 31, 2024, under the title - "The Ivanishvili Family's Declared Property: in Georgia, Russia, and France".
As for Transparency International Georgia’s claim that the obligation to fill out an asset declaration arose due to Bidzina Ivanishvili’s “short-term tenure as a member of parliament after the elections,” we would like to remind the organization that, in accordance with the Law of Georgia on Combating Corruption, “a person is obliged to submit an asset declaration within two months of being appointed to a position.” Also, in accordance with the Law of Georgia on Combating Corruption, a person is exempted from the obligation to submit an asset declaration if he or she is assigned to perform the duties of an official in a public institution for a period of no more than 2 months.
According to the same law, “a candidate for membership of the Parliament of Georgia is obliged, within 1 week from the date of registration as a candidate for membership of the Parliament, to fill out and submit a declaration of property status of an official in a simplified form established by the Government of Georgia, unless, in accordance with this article, he has filled out a declaration in that year.”
Based on the above-mentioned reservations in the law, it is clear that the non-governmental organization Transparency International - Georgia is spreading lies. The 11th convocation of the Parliament, at its first session held on November 25, 2024, recognized the authority of deputies, including Bidzina Ivanishvili, the first number on the list of Georgian Dream, which was terminated on December 10 of the same year, based on his own appeal. Accordingly, the period of Bidzina Ivanishvili's term of office did not exceed 2 months.
