Mikheil Kavelashvili made this statement in response to a letter published by Rustavi 2, which the EU Ambassador Pavel Herczynski sent to the Georgian Ministry of Foreign Affairs.
Kavelashvili explained that the suspension of negotiations is not being blamed on the EU; rather, they are simply stating the facts.
“When the story broke suggesting that the main motivator for the protest was that Irakli Kobakhidze announced that Georgia would temporarily suspend all accession negotiations and would only be ready by 2028, we had already spoken about this issue at the time. When suspension is discussed, it had already been announced by the EU in June – but who listened?! No one did, because this was an artificially created process.
The main point is that our society should listen to the government and assess the situation realistically. No one is asking society to support this government or not, but people should perceive reality, have a sense of fairness, and maintain a fair attitude toward their state. They should be objective in evaluating who is making what statement. It is unfortunate that some people are victims of misinformation or double standards and continue to sacrifice themselves to their own detriment. Meanwhile, Georgia continues to develop in parallel,” Kavelashvili said.
For reference, according to Rustavi 2, EU Ambassador Paweł Herczyński sent a letter on November 5, 2025, to the Deputy Minister of Georgia’s Ministry of Foreign Affairs stating that “Georgia’s participation in EU-funded regional programs on security and organized crime has been suspended.”
The letter also noted: “Considering the specific circumstances in Georgia and the conclusions of the European Council on June 27, 2024, which effectively halted Georgia’s EU accession process, we inform you that Georgia’s participation in subsequent EU-funded regional projects on security and organized crime has been suspended.”
