Shalva Papuashvili: Brussels is responsible for the suspension of relations; today it no longer follows European values – this path leads to a dead end, not toward the European Union but the Soviet Union

According to Parliament Speaker Shalva Papuashvili, Brussels is to blame for the deterioration of Georgia–EU relations because it concealed its own finances. Today, Brussels no longer follows European values. This path leads to a dead end – not toward the European Union, but toward the Soviet Union. Papuashvili made these remarks in response to a letter published by TV channel “Rustavi 2,” which the EU Ambassador to Georgia, Paweł Herczyński, sent to the Georgian Ministry of Foreign Affairs.

Papuashvili emphasized that the letter clearly states who stopped the integration process.

“We see absolutely open propaganda and disinformation targeting Georgia over the past few years, particularly because Georgia did not follow certain calls and, after the war began in Ukraine in 2022, did not sacrifice its own country for others’ geopolitical games. After that, attacks on the Georgian government began, attempts to replace the government, disinformation, and propaganda. One such false narrative, heavily promoted by Brussels with significant political energy and funding, was that the Georgian government had halted the European integration process – which is an absolute lie. The truth, as stated in the letter, is that in June 2024, Brussels itself, to influence Georgian voters, unilaterally stopped the integration process. This is what happens when inverted realities are presented through propaganda. Propaganda may have short-term effects, but it cannot hide the truth indefinitely.

The letter states that the EU integration process de facto stopped in June. Not only were contacts suspended, but projects were also halted because these projects were part of the integration process. There is a council that should have met, but at times invitations were withheld. This is exactly the integration process. Dialogue was stopped because Herczyński did not want to disclose what was being financed in Georgia. We later discovered that EU funding was being used to purchase firearms and other equipment to resist the police. This would have been hidden from the Georgian people if not exposed.

On November 28, Kobaladze stated that the Georgian people would not become beggars to ‘restart the halted process at any cost,’ threatening court suspensions, arrests, and releases. This revealed the main disinformation, coordinated by Brussels and spread through partisan media, parties, and NGOs, claiming that the Georgian government had stopped the integration process. The letter clearly shows who stopped it. In June, several months earlier, Brussels halted it because the Georgian Parliament did not comply with the ‘Transparency Law’ based on American standards, and funding was concealed. Brussels ruined Georgia–EU relations by hiding its finances. There was no other reason. It is truly shameful that Europe, a space for peace and prosperity, has become a tool for sinister schemes, regime change, and interference in another country. Brussels must reflect. Today, Brussels no longer follows European values. This path leads to a dead end – not toward the European Union, but the Soviet Union,” Papuashvili said.

For reference, according to “Rustavi 2,” EU Ambassador Paweł Herczyński sent a letter to the Deputy Minister of Georgia’s Foreign Affairs on November 5, 2025, stating that “Georgia’s participation in EU-funded regional programs on security and organized crime has been suspended.” The letter also notes: “Given the special circumstances in Georgia and the conclusions of the European Council on June 27, 2024, which resulted in the de facto suspension of Georgia’s EU integration process, we inform you that Georgia’s participation in subsequent EU-funded regional projects on security and organized crime has been suspended.”
