Transparency International Georgia: 41 members of Parliament have ties to business

According to the non-governmental organization Transparency International Georgia, 41 members of Parliament have ties to business.

Transparency International has published the results of a study on the business connections, public procurement involvement, and party donations of MPs from the ruling party Georgian Dream.

According to the study, seven companies in which MPs hold ownership stakes have won 271 tenders. Thirteen companies in which MPs hold shares have won 301 simplified procurement contracts. The organization reports that companies in which Georgian Dream MPs hold stakes received GEL 7,736,986 from the state through simplified procurement. In addition, according to Transparency International, companies in which current Georgian Dream MPs hold shares received GEL 465,900,569 after winning tenders.

Furthermore, the organization reports that since 2012, current MPs have donated a total of GEL 2,738,586. Of this amount, GEL 66,500 was donated to the United National Movement, GEL 39,000 to People’s Power, and GEL 2,633,086 to Georgian Dream and its presidential candidate (Salome Zurabishvili).

“The study is based on publicly available sources. The data reflects the situation as of October 24, 2025, and covers information on those MPs (87 MPs) who were participating in parliamentary activities at that time.

The study examines MPs’ business ties (ownership stakes in companies), the participation of MPs’ companies in simplified procurement and tenders, and political donations made by MPs ahead of elections.

Out of 87 MPs, 41 have ties to business; of these, 17 declare income from business activities in their asset declarations.

According to the most recently submitted declarations during the reporting period, the following MPs received income of one million GEL or more from business activities:

  • Anton Obolashvili - GEL 4,860,828.41

  • Shota Berekashvili - GEL 4,712,134.18

  • Giorgi Chkonia - GEL 4,373,744.02

  • Zaal Dugladze - GEL 1,470,979.19

  • Giorgi Barvenashvili - GEL 1,033,008.48

  • Lasha Talakhadze - USD 680,000 (the amount is declared in U.S. dollars).

Vasil Chigogidze holds shares in the largest number of companies (21 companies). MPs who hold stakes in more than five companies are:

  • Vasil Chigogidze - 21

  • Giorgi Chkonia - 20

  • Giorgi Barvenashvili - 11

  • Bezhan Tsakadze - 8

  • Zaal Dugladze - 7

  • Giorgi Khakhubia - 6

  • Irakli Kirtskhalia - 6,” the study published by Transparency International states.

As for the participation of companies linked to MPs in tenders and simplified procurement, the study finds that seven companies in which MPs hold stakes have won 271 tenders worth GEL 465,900,569. Thirteen companies received 301 simplified procurement contracts totaling GEL 7,736,986.

Transparency International also reports that among MPs of the 11th convocation of Parliament, two donated funds in 2012 to the then-ruling party United National Movement: Gocha Enukidze donated GEL 60,000, and Anzor Bolkvadze donated GEL 6,500. Meanwhile, two MPs donated to the party People’s Power: Viktor Japaridze donated GEL 38,000, and Guram Macharashvili donated GEL 1,000.
