The Parliament's Legal Issues Committee reviewed and supported the planned amendments to the "Code of Administrative Offenses" in the second reading, article by article. As a result of these amendments coming into force, fines for violations of road traffic rules will increase and liability will become stricter.
This concerns a bill prepared by the Ministry of Internal Affairs, which was submitted to Parliament in November of last year. During the second reading, certain articles were adjusted.
According to the package of legislative amendments:
The fine for violating maneuvering rules on the road with a vehicle increases to 100 GEL. At the same time, the number of points assigned to the driving license for this offense will be reduced by 20 points.
The sanction for exceeding the speed limit by more than 15 km/h but not more than 40 km/h increases from 50 to 100 GEL.
The sanction for a driver or passenger not using a seat belt while the vehicle is in motion increases to 50 GEL. At the same time, the number of points assigned to the driving license for this offense will be reduced by 10 points.
The sanction for a driver using a mobile phone while driving a vehicle increases to 50 GEL.
For violations of stopping and parking rules, similar to Tbilisi, the fine amount increases to 50 GEL in the municipalities of Kutaisi, Batumi, Mtskheta, Rustavi, Gori, Telavi, Poti, Zugdidi, and Georgia's resorts. In addition, as stated at the committee meeting, Akhaltsikhe and Ozurgeti will be added to these municipalities.
Additional liability is established for driving a vehicle (other than a route vehicle) in the opposite direction in a "BUS LANE", which will result in a fine of 200 GEL.
Furthermore, stopping or parking a vehicle on a sidewalk or pedestrian crossing is defined as a new offense, resulting in a fine of 100 GEL. At the same time, in the event of committing this offense, if the conditions provided by law are met, the vehicle will be subject to towing to a special impound lot.
Administrative liability is tightened for so-called "drifting" — if "drifting" results in damage to the vehicle, property, or structure, or minor bodily injury to a person, this will lead to a 500 GEL fine along with a 6-month suspension of the right to drive a vehicle.
The fine for actions such as violating established rules for the maintenance, construction, and repair works of roads, railway crossings, or other road structures; failure to take measures to timely prohibit, restrict, or restore traffic on certain sections of the road when such use restricts or endangers traffic; damage to roads, railway crossings, other road structures, or technical means of traffic regulation; soiling of the road surface; dumping construction or other materials on the roadway, sidewalk, or shoulder; organizing street trading; or failure to comply with a written instruction given by an authorized official of the Ministry of Internal Affairs of Georgia regarding the elimination of existing deficiencies — increases from 200 GEL to 2,000 GEL. This will result in a fine of 2,000 GEL for individuals and 5,000 GEL for legal entities.
