Koka Morgoshia: Levan Jangveladze told me that Otar Partskhaladze had “a lot of anxiety” regarding him - Without Partskhaladze, nothing happened in the city; the streets of Tbilisi were handed over to him, the customs belonged to him, the prosecutor’s office too, the police too

“Levan Jangveladze told me that Otar Partskhaladze had a lot of anxiety regarding me; he spoke about this openly. Without Partskhaladze, nothing happened in the city. The streets of Tbilisi were handed over to Partskhaladze, the customs belonged to him, the prosecutor’s office too, the police too,” stated Konstantin Morgoshia, friend of the murdered businessman Levan Jangveladze, during the court hearing.

During his testimony in court, he spoke in detail about the relationship between Jangveladze and Partskhaladze.

As Morgoshia noted, the former Prosecutor General and Levan Jangveladze had dissatisfaction related to the cigarette and transportation business.

According to Morgoshia’s testimony, Levan Jangveladze felt a threat only from Otar Romanov-Partskhaladze and his circle, from no one else.

“I have known Levan Jangveladze since 2003-2004; we had frequent contact over the last 7-8 years. He had real estate rented out in Moscow and received income from there.

I know Otar Romanov-Partskhaladze; I have met him many times and had points of contact over the years.

When I had contact with Otar Partskhaladze, it happened through political matters; I often crossed paths with him. During one conversation, when I was going to Moscow, he told me there were risks associated with my arrival; at that time he emphasized Levan Jangveladze. Others were also named besides him, but I only knew Levan. I asked what problem he had with this man. He said, ‘You don’t know what the situation is.’ Then I called Levan and asked what kind of relationship he had with Otar, what problem he had with him, but he couldn’t even recall who Partskhaladze was. I told him he was the former Prosecutor General. Levan said he had no contact with him, no enmity. I told him to be careful with him. After some period from that, he told me he had met Partskhaladze; I told him to still be careful. When a conflict arose between me and Otar and our relationship deteriorated, they still met each other over certain issues. He would mention Otar’s factors and started asking me questions. About two weeks before the murder, when he came back from Goderdzi, he called me and said he couldn’t leave the house, maybe I could come over; I went, Mishka Berdzenishvili [his cousin] was also there. He himself told me that information was coming to him too, and that on the next arrival he planned to hire 6-7 people for protection so he would be ready. Relatives who had protection also told him to use their security. Mishka Berdzenishvili always accompanied him. Unfortunately, on that day he was not with him after all.

At the initial stage he didn’t take it seriously, but gradually the threat became clearer…

They [Partskhaladze and Jangveladze] met each other in Russia.

Regarding the cigarette issue that circulates in the media - he was offended about that. Otar had asked for help; he said it was not his financial interest, he was helping a friend, and Levan’s refusal angered him. This was in 2023-2024.

There were big nuances; they also talked about transportation issues - I don’t know how far that topic went. I know that Levan attended Otar’s birthday and Otar attended Levan’s birthday. In the end, confrontation was already felt. He didn’t hide it; he said it to me and to family members too - that he had dissatisfaction,” Morgoshia stated.

According to him, Levan was offered involvement in Georgian-Russian issues in a political direction in Russia.

“Russia was offering Levan to get involved in Georgian-Russian relations and be active politically; Levan told me this. I told him my assessment was that he was doing something wrong - because if they are offering it, you should get involved; your influence going outside the system - the local scene won’t tolerate it and you’ll have problems. Later they met and he refused. I asked why he refused and what he told them. Levan told me: ‘At the first stage we might start good things, but in the middle and at the end something bad might happen, and I will not go against my country…’ I told him: ‘If you don’t want to get arranged in that direction, Partskhaladze will also find out that they are offering it to you; Partskhaladze wanted that direction - then you should sell your assets and go to Europe; it will be dangerous for you.’ Anyone who has had contact with Russia and knows Russia, the issues of the Georgian diaspora - Levan always had the greatest influence. I saw the danger and warned him…

Levan told me that Partskhaladze had a lot of anxiety regarding him; he spoke about this openly…

Without Partskhaladze, nothing happened in the city. Levan was not a criminal authority, but he was close to people; if someone had a problem, he could ask him about it. Levan had no problem with money or finances; he was the problem [for Partskhaladze]; he was a person who could ask about something in the city.

Levan had no enemies… He did not see a threat from Ded Hasan’s family; he had no involvement in that case except for rumors,” Morgoshia stated.

According to him, the Mikadze brothers and Otar Romanov-Partskhaladze are friends.

“Levan Jangveladze met Dato Mikadze only once; they had some conversation - if I’m not mistaken, about a casino topic; he told me it was a somewhat tense conversation. If I’m not mistaken, he met the younger Mikadze at Partskhaladze’s birthday.

Partskhaladze and the Mikadzes were friends - the whole city knew that,” Morgoshia stated.

For information: The investigation accuses Giorgi and Davit Mikadze, as well as Giorgi Jokhadze, of organizing the murder of Levan Jangveladze on commission.

Giorgi Jokhadze is also charged, together with Giorgi Kachkachashvili, with the illegal group purchase of firearms.

For the premeditated murder of businessman Levan Jangveladze on commission and for remuneration, as well as for the attempted murder of Gia Chaduneli, Gela Udziulauri has been convicted and sentenced to life imprisonment. Within the framework of the same case, Sandro Tsivtsivadze has been convicted for the illegal sale of firearms and sentenced to 8 years of imprisonment.

Within the same case, the former Prosecutor General, Otar Romanov-Partskhaladze, is also charged. He has been indicted under Article 25/109, subparagraph “n” of the Criminal Code of Georgia, which pertains to organizing premeditated murder on commission and for remuneration.

The said crime carries a sentence of 16 to 20 years of imprisonment or life imprisonment.

Otar Romanov-Partskhaladze is a citizen of Russia and an international wanted notice has been issued against him.
