Aleksandre Darakhvelidze: We presented video footage of the protest to representatives of the OSCE Moscow Mechanism at the Ministry of Internal Affairs, and they themselves acknowledged that the protest had a violent character

According to the Deputy Minister of Internal Affairs, Aleksandre Darakhvelidze, the Ministry of Internal Affairs of Georgia used legal means provided by law during the protests held in November 2024.

As Darakhvelidze told journalists, “it was a well-organized attempt to overthrow the state government, in which several political parties as well as non-governmental organizations were involved.”

“In November–December 2024, the public witnessed a well-organized attempt to overthrow the state authorities, in which a number of political parties and NGOs were involved. Accordingly, the state used all legal means provided by law to prevent the attempted coup. Several politicians have already been charged in connection with this specific attempt, and we are awaiting the relevant court proceedings.

As for specific cases, the Ministry of Internal Affairs is not investigating any case where there are allegations regarding ministry employees. These matters were investigated by an independent body—the Special Investigation Service—and now by the Prosecutor's Office of Georgia. Therefore, it would be inappropriate for me to disclose any information regarding these investigations,” Darakhvelidze said.

According to him, representatives of the OSCE Moscow Mechanism were also shown video recordings of the protests, and they themselves acknowledged that the protest had a violent character.

“No one can say that this protest was peaceful. The representatives of the Moscow Mechanism who visited the Ministry of Internal Affairs were shown video footage of the protest, and they themselves acknowledged that the protest was violent in nature. This recording exists at the Ministry of Internal Affairs.

Accordingly, when a protest is violent and state institutions are attacked—when the building of the Parliament of Georgia was practically burned by protesters—the police used the proportionate force and means provided for by law. In fact, the police not only had the right but also the obligation to use such measures.

If there were any violations by police officers, the Ministry of Internal Affairs does not have the authority to investigate them,” Darakhvelidze said.
