This year, applicants are having to choose their future profession amid unprecedented chaos and uncertainty – this education reform is yet another confirmation of the incompetence of the “Dream” government.

This was stated at a briefing by Tata Khvedeliani, a member of the party “For Georgia.”

According to her, the education reform announced by the Prime Minister, the implementation of which began in December through a legislative initiative and is still ongoing, is a rushed and ill-conceived step.

Khvedeliani noted that the government has still not issued a decree determining the distribution of faculties among higher educational institutions.

“Registration for applicants ended on May 11, having started on April 6, 2026. This year, applicants are having to choose their future profession amid unprecedented chaos and uncertainty. The education reform announced by Kobakhidze in November 2025, the implementation of which began in December through a legislative initiative and continues to this day, is a rushed and poorly thought-out step. It does not address the real challenges facing our country’s education system.

Despite assurances from the ministry and the minister that no disruptions were expected in the education process, the reality is completely different:

Even after the registration process ended, the funding model, methodology, formula, and per-student financial norm for higher educational institutions have still not been determined.

In 2026, for the first time in history, the applicant guidebook was published late - on April 4 instead of February, only two days before registration began. The deadline for submitting accreditation applications for educational programs was postponed by two months, creating serious challenges both for educational institutions and for everyone involved in the process.

The government has still not issued a decree that would determine the distribution of faculties among higher educational institutions.

Today, discussions began on a draft law that would allow students enrolled before December 17, 2025, to obtain or improve their funding opportunities.

The fact that this amendment is being introduced now also confirms how rushed the government’s reform was, because the changes made in December effectively abolished the legal framework through which the state allowed students to improve their grants.

This education reform is yet another confirmation of the incompetence of the ‘Dream’ government. The main victims of this process are young people, their families, and the country’s future generation,” Khvedeliani stated.
