“This is an individual’s decision, and looking for other reasons behind it is probably more a matter of speculation. The agency is functioning properly, the system works, and state institutions are working,” Davit Matikashvili, Chair of the Parliament’s Procedural Issues and Rules Committee, said, commenting on Gela Geladze’s resignation as head of the State Security Service.

According to him, the fundamental principle of democracy is that state security depends not on individuals but on a well-functioning system.

“If we are assessing how personnel changes affect the state and specific agencies, we should look at the results and at how the agency operates. When we see that an agency is functioning very effectively under the leadership of any person who has headed it, it means that the system is functioning properly and is not dependent on individuals.

Therefore, if a particular person decides to leave office, that is their decision, just as their appointment to the position also does not happen without their decision and willingness.

We should judge based on the quality of the agency’s work. If we see that personnel changes have a negative impact and the agency can no longer perform its duties, then it may be relevant to raise this question. But the agency is functioning properly, the system works, and state institutions are working. This is the fundamental principle of democracy: state security depends not on individuals but on an established, well-functioning system,” Matikashvili said.

For reference, Gela Geladze has resigned as head of the State Security Service.

Parliament approved Gela Geladze as head of the State Security Service for a six-year term on April 28 of this year. Before Geladze, the State Security Service was headed by Mamuka Mdinaradze, who also resigned before the end of his term. Parliament elected Mdinaradze as head of the State Security Service on September 3, 2025, and he left the position in April 2026. The tenure of another Georgian Dream representative, Anri Okhanashvili, as head of the State Security Service was also brief. Okhanashvili headed the Service for approximately five months and also resigned before the end of his term in August 2025.
