According to the non-governmental organization Transparency International Georgia, in January-August 2026, the Georgian Dream received GEL 2.4 million in donations from Adjara, accounting for 41% of the party’s total donations received during this period.

According to the organization, the Georgian Dream is involved with major businesspeople in a model of state capture based on the principle of quid pro quo - “give me so that I can give you.”

“Of the GEL 5,812,000 deposited into the Georgian Dream’s party account in January-August 2026, GEL 2,403,000 (41%) came from Adjara. This is the highest figure among non-election years in the recent period - during the same period in 2023, total donations amounted to nearly GEL 2 million; in 2024, GEL 2.1 million; and in 2025, nearly GEL 4 million. In 2025, the Georgian Dream held the local self-government elections.

During the period under review, 55 of the Georgian Dream’s 63 individual donors were connected to one or more companies. These companies received GEL 870 million through state procurement, via both tenders and simplified procurement procedures, while companies belonging to donors were granted construction permits covering 3 million square meters, primarily in Batumi and Kobuleti.

In its examination of donations made in January-August 2026, Transparency International Georgia identified a trend of coordinated donations. One example is March 26, 2026, when eight individuals transferred large sums of money to the Georgian Dream’s account. On April 23-24, shareholders of Nova LLC donated GEL 278,000 to the Georgian Dream. The same occurred on March 23 and on May 13 and 25, when four individuals each donated hundreds of thousands of lari to Ivanishvili’s party. In total, as a result of such synchronized transfers, the Georgian Dream received GEL 1,278,064.

This year, the trend of donations from shareholders of major construction, medical and trading companies, as well as companies linked to public officials, is also particularly notable.

Transparency International Georgia’s latest study, like its previous one, confirms that the Georgian Dream is involved with major businesspeople in a model of state capture based on the principle of quid pro quo - ‘give me so that I can give you.’ Among the donors are public officials who own companies that have won state tenders, as well as shareholders of major construction companies that have obtained permits to build dozens of new residential buildings in Batumi. The donors also include owners and managers of medical facilities operating in Batumi,” the statement said.
