We have compensation payments due: $154 million to Magti, $112 million to the Russian company Inter RAO, and—the largest sum at this stage—$400 million to Enka. This serves as further confirmation of what we have long suspected in Georgia: that specific corrupt deals and schemes lie behind all these lost disputes, criminal contracts, and the expenditure of tens and hundreds of millions of dollars, — stated Tazo Datunashvili, a member of Lelo – Strong Georgia.
According to him, it is essential for Georgian citizens to realize what could have been achieved with the $400 million the country is now required to pay out: "This is an amount sufficient to implement a free school meal program for a year; it is a sum that would have allowed the budget to increase annual pensions by 92 GEL."
"Georgian Dream’s 14 years of destructive governance will now cost the Georgian people 1.5 billion GEL in arbitration-related expenses. This is the amount Georgian Dream must pay out of our pockets to cover compensation for lost arbitration cases. No matter what delusions the Prime Minister of Georgia might fall into—blaming this disaster on aliens or the "deep state"—nothing changes the fact that Georgian Dream is acting destructively toward the rare investors who have actually put money into the country over the last decade. They sign flawed contracts and subsequently fail to fulfill the obligations the Georgian state undertook toward these investors. Beyond the high-profile Enka case, we currently face the following liabilities: $154 million in compensation owed to Magti, $112 million to the Russian company Inter RAO, and—the largest sum at this stage—$400 million owed to Enka. This amount must be paid by the Georgian budget—meaning, by each of you who lives in this country and pays taxes. The Enka case epitomizes the true nature of the Ivanishvili regime. First, a contract was signed for a completely vague and unjustified project containing onerous terms; subsequently, the state failed to fulfill a single one of its obligations, failed to assess any of the risks, and failed to explain the project's significance to the public concerned about the matter. $400 million is no small sum. Citizens need to understand that this exceeds 1 billion GEL. This amount would be sufficient to implement a free school meal program for a full year; it would have enabled the budget to increase pensions by 92 GEL. While we are discussing this specific sum—and the fact that our country will eventually pay it off, whether in one year or five—it is crucial to highlight the funds our state lost to Inter RAO due to sheer folly and completely baseless actions; a loss requiring a 152-million-lari payment from the budget. Furthermore, numerous arbitration cases are currently underway in which investors are suing the Georgian state, creating additional fiscal and budgetary risks. Most importantly, losing such disputes is not merely a matter of dipping into our pockets or impoverishing Georgia; it means placing an additional, crushing burden on the country's investment potential—which is already at rock bottom. It effectively means the total nullification of Georgia’s investment potential and, consequently, the long-term impoverishment of our citizens. Therefore, the promised 1,000-lari pension cannot be realized, simply because those in charge do not know how to govern the state”, he said.
