The Tbilisi Kindergarten Management Agency has procured beef for children in its care, citing urgent necessity.
According to the documentation, the procurement will be carried out based on market research, with the contract awarded to the company offering the lowest price—"Mitarea"—which set the cost for the required beef at 1,788,823.36 GEL.
As stated in the document published on the state procurement website, the company is required to supply a total of 43,629.96 kg of chilled beef to 192 kindergartens across the capital.
Furthermore, the procurement of the beef is to be executed through a simplified joint procurement process, covering the period from October 19, 2026, to November 30, 2026.
The documentation reveals that, since May 19, 2026, a consolidated electronic tender for the procurement of beef for children in Tbilisi kindergartens was announced 12 times; however, none of these tenders resulted in a successful contract. This situation gives rise to the following serious and compelling issues: nutritional standards established by legislation are being violated. In accordance with Decree No. 487 of the Government of Georgia, a child’s daily caloric intake (1,292 calories) and the specific quantities of food products are strictly regulated in kindergartens. Specifically, the daily allowance for beef is 44 grams (220 grams per week). Consequently, children face the risk of a protein deficiency; beef is an essential and irreplaceable source of protein, and its regular consumption is critically important for the healthy growth and development of children.
