It looks like Kremlin propaganda. The Kremlin says that the West is to blame for everything. Now the ruling party of Georgia says similar things. Maybe we should take the opportunity with this report to explain what these 12 points mean, what depolarization and deoligarchization mean. They don't seem to understand it," Kubilius said.
