According to the Russian citizens, the mentioned point was "arranged by the Russians living in Georgia".

"We provide free water, hot drinks, food, basic necessities to everyone who needs humanitarian assistance. Many Russian citizens cross the Georgian border. Thousands of people are now still standing in the neutral zone. Most of them are running away from Russia. I myself crossed the border four days ago and now I am helping volunteers here. As for the volunteers, they are Russians living in Georgia. We started the humanitarian action this morning.

There are rumors that a commissariat should be opened at the border, but I did not see anything there when I crossed the border.

Everyone is afraid that Russia will close the border after the referendum, I mean the referendum they are holding now. I know that the territories of Georgia are occupied", one of the citizens who came to Georgia from Russia told InterPressNews, and when asked why he does not protest Russia's actions in Ukraine, he answered: "Do you think it is possible to organize a protest in prison?
