Shalva Papuashvili concerning the election of the Public Defender: The qualified majority – it is an unsuccessful system, which has already been proved under numerous circumstances and we the lawmakers shall learn this lesson

I am astounded by the destructiveness of your constructiveness. Once again, we have the Rules of Procedure, and other regulations and you have the will to nominate the candidate for the Public Defender today. I promise to convene the Bureau tomorrow, Speaker Shalva Papuashvili addressed one of the leaders of Lelo, Davit Usupashvili, at yesterday's Bureau sitting.

As Speaker Papuashvili noted, the Parliament has attached utmost significance to the election of the Public Defender, however, the process revealed that the qualified majority constitutes a problem.

According to the Speaker, if today the Le­lo nominates the candidate for the Public Defender, then the Bureau sitting will be convened tomorrow for consideration of their candidate as well by the Human Rights Committee.

"Mr. Usupashvili, you were the Speaker of the Parliament. As to the election of the Ombudsman, it is one of 12 recommendations and I am sure you remember the serious attitude that everyone demonstrated to this issue. We all strive to ensure the transparency of the process and on the other hand, make it productive. The practice evidenced that the qualified majority is a problem of this country, along with the similar records in the law. We have been conversing that the qualified majority is the unsuccessful system which has already been proved under numerous circumstances and we the lawmakers shall learn this lesson and hence, it is the basis of the will that if the initiative exists, it shall be considered and yes, naturally, there are other issues as well and we shall allow the Committee to promptly start consideration thereof. If you nominate your candidate today, we will convene the Bureau tomorrow, and your candidate whoever it is, will be discussed by the Human Rights Committee," the Speaker noted.
