Anri Okhanashvili: There is zero chance of amnesty in relation to Mikheil Saakashvili!

Mikheil Saakashvili has been tried under the kind of an article that amnesty would be perceived by the Strasbourg Court as a violation of the convention - amnesty cannot be used in relation to such category of articles! There is zero chance of amnesty in relation to Mikheil Saakashvili! - Anri Okhanashvili, the Head of the Legal Issues Committee of the Parliament, said in connection with the amnesty draft law initiated by the opposition.

In addition, according to Okhanashvili, at this stage the government's agenda does not include the adoption of an act of universal amnesty.

"First of all, we must study and develop the mentioned draft law. As for amnesty, every time the need for it is on the agenda, the government of Georgian Dream makes such a decision based on the principles of humanism - we have issued many acts of amnesty. If necessary, we can make such a decision, which requires extensive involvement of all agencies. At this stage, such a decision from our side is not on the agenda!

Amnesty does not apply to specific persons. Amnesty is an act in relation to specific articles and it is wrong to ask the question in relation to specific persons. Among them, the European Court of Human Rights discussed the amnesty related to the Girgvliani case - the amnesty of an official convicted under such an article is a problem. Mikheil Saakashvili's case is just like that.

Under the previous government, there were 24,000 prisoners in prison, now there are about 10,000, which is a radical difference. Amnesty cannot be issued instantly - everything needs to be assessed, legal principles taken into account, public safety taken care of and a balanced decision made.

Everyone should know that when a person committes a crime, the logical result is punishment - fair and balanced," said Anri Okhanashvili.

The amnesty act submitted to the Parliament by the parliamentary opposition applies to persons sentenced to life imprisonment. The bill was drafted by Girchi.
