Taking into account the overall assessment, Georgia is still solidly ahead of Moldova, while Ukraine is behind only in three groups - foreign relations, green agenda and resources. It should be noted here that we are even ahead of Bosnia and Herzegovina, with which accession negotiations have also started. These 35 chapters are the European path of Georgia's accession to the European Union, said the Chairman of the Parliament of Georgia, Shalva Papuashvili.

He also emphasized that some representatives of the European Union seem to be trying to politicize this process. As the Speaker of the Parliament stated, such a forward-looking approach turns European integration from a tool of cooperation into a political weapon, which ultimately damages the European integration process itself and the reputation of the European Union.

"Yesterday, the European Commission's enlargement report was published, which talks about the steps taken by Georgia. According to the general assessment, Georgia is progressing on the path to membership in the European Union. We positively evaluate the report of the European Commission. According to the evaluation of the European Commission, during the past one year, out of thirty-five chapters, Georgia recorded good progress in twelve chapters, and certain progress in thirteen chapters. This is a very clear proof that despite the fact that due to the elections, Georgia had limited time for parliamentary activities and despite the constant obstruction of the opposition and the NGO sector, Georgia was taking important steps towards EU integration. It should be emphasized that out of thirty-five chapters in the report, in the case of only one chapter, which concerns justice and fundamental rights, according to the European Commission, there is a setback. In addition, in the report, the European Commission names the following issues as the main reasons for such an assessment: the abolition of gender quotas, the adoption of the "Transparency Law", the adoption of the "Family Values ​​and Protection of Minors" Law and the failure to hold LGBT Pride. In addition, it should be noted that our assessment in this chapter is equal to the assessment of Ukraine and Moldova, and in the group of fundamental issues, which this chapter includes, Georgia is ahead of both Moldova and Ukraine.

The fact that Georgia does not have a mutual agreement with the European Union on the law against transparency and LGBT propaganda at this stage is not news for our society. These laws were also one of the central issues in the elections, on which our society clearly stated its position.

We will continue to discuss these issues with the European Union, taking into account the position of Georgian citizens. In addition to the fundamental direction, Georgia is ahead of Ukraine and Moldova in the overall assessment of the internal market and competitiveness groups, which is the main essence of the European Union as an organization. It is around these issues that the European Union was created at the time, and that is why the European Union is attractive to many. Thus, taking into account the overall assessment, Georgia is still solidly ahead of Moldova, and Ukraine is behind only in three groups - foreign relations, green agenda and resources.

It should be noted here that we are even ahead of Bosnia and Herzegovina, with which accession negotiations have also started. These 35 chapters are the European way of Georgia joining the European Union. This is a dynamic, business-like, expert process in which Georgia has been moving forward step by step since 2014.

At the same time, we see an attempt to politicize this process by some representatives of the European Union. Everyone should understand that such a forward-looking approach turns European integration from a tool of cooperation into a political tool, which unfortunately, in the end, damages the European integration process itself and the reputation of the European Union.

Here I would like to touch on the term "suspension of European integration", "freeze" or other similar terms that have been used recently. The very fact that the European Commission worked on the enlargement document, assessed Georgia's progress and gave us recommendations, shows that this term is more of a political statement than an institutional situation. As the European Union continues to evaluate Georgia, we also continue to work on the issues provided for in the association agreement. This is what European integration is all about. It has not stopped and will not stop. If our achievements in this process have taught us anything, it is that European integration is a job focused on long-term results, not following the momentary political conjuncture.

In the parliamentary elections, the population very clearly made a choice between the European integration process, the hysterical policy of the opposition and the business, constructive policy of "Georgian Dream" based on the interests of the Georgian people. We have already implemented a large part of the Association Agreement and by 2028, we will have implemented 90% of it, bringing us substantially closer to EU membership. We will carefully study the expansion document and plan future steps taking into account the best interests of Georgian farmers, entrepreneurs, and our citizens.

During the last years, Georgia has closely cooperated with the European Commission in the analysis process of each area, and in the future we are ready to actively cooperate with the relevant institutions of the European Union for the same purpose.

This was about the report of the commission. In addition, at today's briefing, I would also like to inform you about the issue of spreading disinformation regarding the elections. The first issue, which is related to the European Union, is that we understood that the European Union would rely on the OSCE/ODIHR report during the evaluation of the elections, unfortunately some of the statements that we hear from various European politicians, diplomats, and countries give us the feeling that there is no desire to Revision of the OSCE/ODIHR report, or bypassing the OSCE/ODIHR report and relying on other reports, such as those prepared by local NGOs, which we know were themselves driven by electoral goals in these elections.

OSCE/ODIHR clearly stated in its report both in writing and orally at the briefing that these elections have taken place and Georgia has an elected government. This is a clear report and conclusion of the OSCE/ODIHR and our expectation is that all the EU among them will be committed to the OSCE/ODIHR Conclusion.

What does the OSCE/ODIHR report say, some issues I would like to draw your attention to. The first issue and it is important that the conclusion of OSCE/ODIHR reflected the activities of Ms. Salome Zurabishvili as an administrative resource, namely that she uses her position, the position of the President, for electoral purposes, which goes beyond her constitutional framework, and this is directly indicated by OSCE/ODIHR, which we were talking about. And what was not reflected in the report of any local so-called observer, Ms. Salome's departure from the constitutional framework was not reflected in any of them. Why?! - Because those local monitoring organizations are tied to the opposition and therefore to Mrs. Salome, as a representative of the opposition, and they ran a joint election campaign and, like other times, of course, they do not reveal their accomplice in the violations. However, OSCE/ODIHR, that's why we again, once again call everyone to stay within the framework of OSCE/ODIHR, this violation is reflected in the OSCE/ODIHR report.

Now the other issues, what are the violations that can be discussed in OSCE/ODIHR, we had a meeting with OSCE/ODIHR representatives, our representatives even after the elections, after the results were announced, to find out what are the main issues that often come up, including , in the statement of international actors, when it comes to, for example, bribery, pressure, administrative resources, and we asked the OSCE/ODIHR among them, what are your findings in this area.

First - regarding possible bribery, OSCE/ODIHR has not recorded a single fact, let me remind you that if I am not mistaken, it had more than 300 observers, 350 if I am not mistaken, OSCE/ODIHR had observers, they were everywhere and it was a long-term mission, it was not only On the day of the elections and the pre-election process, they have evaluated, they have not recorded any fact of bribery, including, by the way, when we are talking about this accusation, which is later seized by other actors outside, if we actually investigate , not even a single fact was presented to the local organizations in this regard, and let me also inform you that after the NGO groups scandalously came out the day before yesterday and we uploaded all the evidences, we have seen and not a single convincing fact has been cited or described there.

Second, possible pressure facts:

We asked the OSCE/ODIHR what they see, what could be the bearer of pressure. The first thing, and they talked about it during the briefing, was the cameras in the area. I would like to remind everyone that for at least the last 12 years, these cameras have been installed at all elections, which are allowed by law to be installed by any entity, not only "Georgian Dream", but also by other entities. There was one of the previous elections, where the "National Movement" also had cameras everywhere through the fake NGO. What is the purpose and why it is placed, including why it is in our interest, in the interest of "Georgian Dream" that the cameras are placed, because it is precisely these speculations that are then in the district, stuffing or so on, to be recorded. Those who are willing can then provide it and they will see what is recorded and what is not recorded. Therefore, this is an issue permitted by law, which I will remind everyone that in 2021, we, "Georgian Dream", asked for cameras even at the request of the CEC opposition. At that time, it was discussed during the counting in the 2021 elections, since the electronic counters had not been introduced yet, the ballots were counted in front of the cameras, and each ballot was shown what number was circled, and so the video recording of all the ballots was recorded. Then the issue arose that this required technical equipment, which required finances, and since we already had these cameras, which we place at every election in order to be proof of everything, then at the request of the opposition, we asked the CEC and they were placed in the precincts and in these counters. Therefore, this is not news to anyone, all the elections were held like this, there were cameras at all the elections, among them, the law stipulates how this camera should stand and it is placed exactly like that.

Second, voter mobilization, including when we go door-to-door to find out who our supporters are and then on election day we try to motivate them to come to the polls. We have announced this many times, at every election the so-called the coordinators, who mobilize our voters on election day, every election starts like this every day, by 10 o'clock in the morning, they sometimes panic as if something is happening, but on the one hand, this is exactly the main task of party work, which is tested by international practice and is carried out everywhere. There will be elections in America now, and watch how they mobilize voters there. And by the way, during our elections, the Georgian elections that were held in America, there were local, so to speak, groups that mobilized voters, then issued stickers to prove that they had participated, and registered exactly the number of voters, Georgians in America during the Georgian elections. So, this is also a permitted and legal activity, which is also not against the law. When we talk to OSCE/ODIHR in this regard, yes, but then what do you see as the problem, it can create a certain atmosphere and once again, both cameras and mobilization of voters have always been in all previous elections and will continue to be so in the future, since this is the main principle of party work.

What is not allowed is what non-governmental organizations did when they took buses to the polls on election day. Let us remind you that on the eve of the elections, the non-governmental organization "Shame Movement", which is financed by the European Union, said that they have allocated five buses to transport voters to the region to vote. It is none of its business, it is not the business of EU money to bus voters here from precinct to precinct and it is a "shame" to do so. Therefore, if anyone has to answer, it is the NGO sector, what money was spent on voter mobilization, it is not their task again and it is an interference, and among them, those donors whose money was spent on these buses that brought voters to the region have to answer. And the third issue, the administrative resource was mentioned to us by OSCE/ODIHR. Involvement of mayors - this is an old topic, which we have discussed with Odiri many times, and we cannot agree on this point, in this assessment, including during the preparation period of this election, when I personally had a meeting with the OSCE/ODIHR advance mission, I also told them once again that this is constantly The question arises whether mayors should be involved in the election campaign or not. According to some, this is an administrative resource, which does not correspond to Georgian legislation or international practice. Mayors are political elected officials and it is not administrative, it is a political resource, as a minister, as the chairman of the parliament, as the prime minister. If there is to be a campaign without the Prime Minister, who should conduct the campaign without the members of the Parliament, the Speaker of the Parliament, the mayors? Then we handed over the ball and the court to the enjeos, as they were busy now and the jake of the enjeos should be the election campaign at the end? That's why it is. Our political leaders are in political positions and our political leaders are precisely the mayors who are local representatives and of course they are involved in the election campaign and this will continue. Therefore, I would like to say once again that no one, including foreign actors and representatives of different countries, should try to speak instead of OSCE/ODIHR. What OSCE/ODIHR wanted to say was clearly stated both in the written report and orally during the press conference. It was clearly said that the elections were held, it was clearly said that Georgia has an elected government that will continue to take care of the Georgian people. Therefore, I call on everyone, the EU representatives and others, I call on everyone to be committed to the OSCE/ODIHR report and the approach that they talked about, that this would be their guiding principle.

As for other disinformation, Mrs. Salome Zurabishvili, who has already become known at the international level, that she makes accusations and then does not present evidence, and she had to emphasize to the press secretary of the US Ministry of Foreign Affairs that if you make accusations, you should also present evidence.

Mrs. Salome, you know with the foreign press that she conducts several interviews a day and laughs at the Georgian people, laughs at the various ethnic groups in Georgia, that they are being used as if for some kind of falsification. Usually these days are busy with misinformation. By the way, even some foreign colleagues told us that Ms. Salome's destructive actions at the foreign level are already noticeable. It is his statement and you saw yesterday that he is not going to testify and he gave us a new explanation of the Georgian criminal justice system in general. He says that I accused him and it is their job to investigate - I said that someone is an elephant, now they have to find evidence that there is an elephant in the room, why should I bring any evidence - this was said yesterday by Mrs. Salome, who has been a member of parliament for years, for years, is The president of Georgia and he does not understand basic legal issues.

She said in an interview with The Associated Press: A carousel was used to rig the election, such as voting with one ID card, about 17 times. This is a direct accusation that with one testimony it is possible 17 times, didn't she say 16, didn't she say 18, didn't she say 19 - said 17 because she has some specified information regarding the methodology and methods used. That's why she should come out and say why 17? Why didn't she say 16 or 19? Isn't this a general statement. Therefore, she should either say that she was gossiping and engaged in this gossip with the international press and was undermining the reputation of Georgians, or present evidence.

Second, the "dream" probably added here probably received help from the Russian special services. There is nothing wrong with that. In other words, a person held a press conference, gave evidence to the CEC, 50,000 members of the commission, etc., said that it should be investigated, the prosecutor's office started an investigation and refused to give evidence, appeared at the press conference, pretending to present some evidence, and there once again gave evidence to Cili everyone. And the main issue, which on the fifth day after the election, that they did not see anything of bribery or other important issues, they discovered on the fifth day that it turns out that the ink has leaked and now it is the moss in their hands. After all, they were the representatives of the opposition involved in the CEC - the paper was chosen by them, the felt-tip pen was chosen by them, the envelope was chosen by them, the opposition. Now, the Georgian people stand up to us and tell us, no, your election is not counted, we have to spend another 100 million and hold new elections by some Engeo, who himself has an electoral goal, and they see that the people of their representation did not win, and now they are trying to hide the moss. Most importantly, the 2021 self-government elections in Krtsanisi, the 2022 city council elections in Batumi, the 2022 city council elections in Senaki, the 2023 mid-term parliamentary elections in Poti, the 2023 mayoral and city council elections in various places, Intermediate elections in Gori. In all these elections, the opposition was there, the NGOs were there, the people were there. Why has no one complained before? - Exactly that paper, that felt-tip pen, that envelope. If I'm not mistaken, for this election, I will order even thicker paper, as the CEC says. That is why it is absolutely absurd what these NGOs are doing, and this is where the responsibility of their donors comes in.

When we see that there are, so to speak, insinuations about these elections, which are fed, among them, by foreign statements, this is a common attack on Georgian voters to take away their right to choose. Someone didn't like the choice of the Georgian people, and there are two choices here, either they should relocate the Georgian people from here and appoint whoever they want here, or they should accept this choice, and there are many in this dilemma, as we observe. But, once again, the Georgian people made their choice and they should follow this choice. And lately we have seen Mr. Tengo, who has reached a comical level, and yesterday we also saw Mr. Grigoli, who is doing top analysis together with top brains and top eight specialists. It's just a shame, and the hope of these people is among them, those foreign actors who are now making statements that they have made at other times. The same accusation was made on the issue of Saakashvili. Do we remember the statements of foreign ministers and presidents? It turned out to be a false accusation. This is how today we see sometimes three ministers together, sometimes thirteen ministers together, sometimes the president and sometimes who and sometimes who makes a statement and accuses Georgia and the Georgian people that there was a violation of some rules. Exactly the same people, exactly the same Europeans, exactly the same diplomats and officials accused us of the torture of Saakashvili, which turned out to be a lie and then they did not apologize, they accused us of evading sanctions, which turned out to be a lie and then they did not apologize, and now they accuse us of what they accuse us of, which It will also be proven to be a lie. But you know what the problem is, the problem is that they won't even apologize if all this is confirmed, and in the meantime, they will cut off our nerves, they will turn us against each other, what do you know, how else will they pit us against each other as a society, Katsishvili doesn't know what will happen, then they will wash their hands, look at us and express their concern that there is disorder in Georgia. They will bring this country to this level and then they will not even apologize for what is due to their actions, so if anyone is hoping for Tengo and Mr. Gegelia's "top brains" in this country or in another country, it is their big mistake and they have made this more than once. , precisely European politicians, officials, or diplomats made this mistake against Georgia more than once, and I heard that you failed once, twice, three times, five times, but seven times?!
