According to Liluashvili, Georgian Dream will use the issue of the investigation for a negative campaign against the opposition.

"If we look at the actions of Georgian Dream, it is trying to create a political agenda with its daily activities, because throughout this period, since the elections, it has had to be in a reactive position. The people who are at the epicenter of the political process and are standing on Rustaveli Avenue were creating the agenda, while Georgian Dream was in a somewhat reactive mode. Now they want to start the process that we have heard many times. There have been many attempts from Georgian Dream to portray Saakashvili and, in general, the National Movement as a political threat. Regarding this investigative part - better late than never, but it is clear that if a political force that has been in power for 13 years has not taken steps and has left something to be investigated and answered from the actions of the previous government, this is primarily its problem and the result of its poor work over these years. On the other hand, Georgian Dream will mainly use this only for a negative campaign against one of the political actors and the opposition in general, otherwise, if they really have the motivation to investigate anything, they would first have to start from their own ranks. Starting from the financiers of the National Movement regime, continuing with its members, a large number of people are now high-ranking officials of Georgian Dream. I think that the announcement of the investigation serves two purposes: the first is for Georgian Dream to somehow create an agenda, because it is having a hard time in this regard; the second is to create the illusion that the illegitimate government is starting to fulfill its pre-election promises and thereby show that their positions are unshakable and will continue their activities. They are motivated not to notice the internal political crisis that is in the country and the international pressure that is coming from higher and higher levels every day. In terms of content, in this part of the investigation, they will have to start from their own ranks,” Liluashvili said.

“When an authoritarian regime is established, this is done through specific tools. This is a mechanism for controlling the financial sector and establishing an authoritarian regime. It is logical that the ability to use this mechanism should be limited for Ivanishvili’s regime. The same is true, for example, about Viktor Japaridze, who owns one of the main propaganda mechanisms, Post TV; Rukhadze, who is considered a target of sanctions, falls into the same category. All this is logical, because these are the tools with which Ivanishvili's regime is trying to consolidate illegitimate power. This is propaganda, these are state institutions that control and lead various economic sectors. Accordingly, the process develops logically - if you want to defeat an authoritarian regime in a country, you need to cut off all the tentacles through which it is trying to consolidate the regime.
