This is not a revolution. We have a very conscious population that is very peaceful and fully aware of the fact that we are in a geopolitical situation that does not allow for a revolutionary path, - this was stated by the fifth president of Georgia, Salome Zurabishvili, during a panel discussion titled "Georgia in the Spotlight" at the Munich Security Conference.
"Your question is: 'How do you defeat dictatorship?' Because at this moment, we have a weak, but a dictatorship. With resistance, and I think the people have decided this. I believe my role is to further consolidate the existing political parties, but not only the existing ones, because it is clear that street protests are in the process of creating new political forces, which will likely determine their own strategy after the street protests…
I am not the organizer of the protests, I am a supporter, but what I hear from these people is that they have decided to stay in the streets, some of them will stay in prison if necessary. No one has figured out what the strategy for defeating dictatorship is, other than resistance. Of course, external support is important, it is morally important for the population...
One thing that is always critically perceived is [moments] when one of our partners thinks there is still something that can be done to prevent the 'Georgian Dream' from fully turning toward Russia and distancing itself from Europe. When all of us inside the country know that it is over, this game is lost. So, the people expect the truth to be told, expect clear condemnations, the rest is up to us to do. No one expects any form of direct invasion or direct support.
However, some things that have been said, like when the European Union institutions say that parts of government funding programs should be transferred to civil society instead of the government, all the different groups I met before coming here told me that they have seen nothing [in terms of funding], and by the time it comes, it may be too late," said Zourabichvili.
Additionally, Salome Zurabishvili spoke about the "offshore law."
"There is a Russian law on offshore zones, and this should be a matter of concern for all our partners, as it turns Georgia into an offshore zone of offshore zones. This means that not only Mr. Ivanishvili, as the main oligarch in Georgia, but also potential Russian oligarchs, who may be sanctioned, will be able to transfer their assets to Georgia," stated Zurabishvili.
