It is clear that Bidzina Ivanishvili makes all the decisions, – Georgia’s fifth president, Salome Zurabishvili, stated this during her speech at the UK Parliament’s Foreign Affairs Committee.

According to her, 90 members of parliament, all ministers, and all supporters of the party speak with the same "message box," and 'Georgian Dream' has lost everyone who was truly pro-European and pro-Western.

"He [Bidzina Ivanishvili] has been an informal hand in Georgian politics from the beginning. Sometimes he acted directly—when he was Prime Minister—at other times, he stepped back and claimed he would never return [to politics], only to come back later.

Today, it is clear that he makes all the decisions. Over the years, 'Georgian Dream' has lost everyone who was genuinely pro-European and pro-Western, and there were many such people—traditional Georgian politicians—because, in the beginning, 'Georgian Dream' came as a broad coalition...

So, at this point, 'Georgian Dream' is a very small, inward-turned entity with very limited intellectual capacity, and it is clearly a case of 'one man—one decision.' Everyone—90 MPs, all ministers, and all party supporters—speak with the same 'message box.' There is not a single differing statement on any issue, even on matters that are not strictly political, where one might expect at least some diversity of opinion. This has not happened in the past two years—it is a complete monolith, and it is very evident that Mr. Ivanishvili is the one making all the decisions," Zurabishvili stated.
