Irakli Kobakhidze: Regarding violent incidents, there were 3-4 cases where specific violations occurred, but identification of the individuals was not possible - as for torture, this is an outright lie

According to Prime Minister Irakli Kobakhidze's statement, during the protest actions, there were 3-4 cases of criminal violations by representatives of law enforcement structures, but their identification was not possible.

Kobakhidze mentioned among these cases the violent actions carried out against the detained opposition politician Levan Khabeishvili, as well as journalist Guram Rogava, Maka Chikhladze, and Giorgi Shetsiruli.

In response to the question about which recommendations from the report prepared on Georgia under the "Moscow Mechanism" they plan to take into account, Kobakhidze answered as follows:

"As for torture, it is an outright lie. As for violent incidents, violations—including alleged criminal violations—there were practical problems here, due to which it was not possible to punish the specific perpetrators. However, we have already taken measures to ensure that such things do not happen again in our country. You remember that as a result of these measures taken, the events of October 4 occurred—on October 4, not a single hair fell from anyone's head; that's how successfully the next attempt to change the government by revolutionary means was countered. We have already taken measures in this direction, accordingly, the remark expressed regarding violent incidents is, of course, to be taken into account; we have already taken measures regarding all this and, of course, in the future we will take active measures," Kobakhidze stated.

When asked what practical problems there were, the Prime Minister replied that the identification of law enforcement officers involved in the violence was not possible.

"Identification of specific individuals was not possible. There were several such cases—3-4 cases—where specific violations were clearly evident and the relevant information was also publicly disseminated, but identification of specific persons was not possible," Kobakhidze stated.

When asked which cases he meant, the Prime Minister gave several examples.

"For example, there was the case of one specific journalist, one young person, one politician; these were more than violations. Presumably, so as not to violate the presumption of innocence, I would say criminal violations and incidents in content, but identification of specific persons was not possible. However, we took measures to ensure that such things do not happen in the future; another proof of this is October 4. We take responsibility that with the new management of the Ministry of Internal Affairs and the State Security Service, such violations will be maximally avoided in the future," Kobakhidze stated.

Regarding the question about the fact of physical violence against Maka Chikhladze and Giorgi Shetsiruli, where none of the 4 persons could be identified, Kobakhidze responded as follows:

"Everything will be done to ensure that such events do not repeat in our country in the future. I want to remind you that more than 500 people violently attacked in the most severe form from the side of the protesters; out of them, only 30 assailants have been detained—that is, more than 500 people were involved in criminal violence, but only 30 persons are imprisoned, because we have very high standards of investigation," Kobakhidze stated.

When asked how many special forces officers were violent against the protesters, Kobakhidze replied that there were such 4 cases.

"There were 4 serious violations; unfortunately, in none of the cases has identification been possible so far... Rogava, Khabeishvili, one young person, and the fourth case was the Leonidze case [violence against Maka Chikhladze and Giorgi Shetsiruli]. In this case, we did not deal with police officers; in this case, the violence was carried out not by representatives of law enforcement structures," Kobakhidze stated.

When asked if perhaps those people were disguised, the Prime Minister replied that in other cases it was visible that those people were police officers.

"In the remaining four cases, it was clearly visible that they were representatives of law enforcement structures; here such a thing was not visible, that's what I mean. You have a high standard from your side—that is, from the opposition's side—more than 500 were violent in the most severe criminal form, and only 30 persons have been held accountable," Kobakhidze stated.
