The “Moscow Mechanism” is a type of mechanism and tool that is used in extraordinary cases to study cannibalistic regimes - this conclusion made it clear that a dictatorship is established in Georgia today, - Grigol Gegelia, the international secretary of Lelo-Strong Georgia, told journalists when assessing the report prepared within the framework of the OSCE “Moscow Mechanism”.

The “Moscow Mechanism” is not a routine diplomatic tool. In 2026, a type of research tool was introduced to Georgia, the purpose of which is to study a very difficult human rights situation.
This in itself is a very bad circumstance for our state, while Armenia and Azerbaijan are making real foreign policy achievements, they are sending a regime to Georgia that used to study horrific human rights violations in the Balkans in the 90s and other similar cases.
This conclusion made it clear that a dictatorship is established in Georgia today. The conclusion reviewed all the different directions: state seizure, election fraud, violation of human rights, the destruction of political diversity and the degeneration of the Georgian state. The same conclusion said that under the current course, this regime risks being brought to the Hague Tribunal.
Accordingly, this is the most critical conclusion of all time”, he said.
When asked what he thinks the Georgian Dream will do, Gegelia noted that “if the Dream has any sense and self-preservation instinct left, the first thing it should do is release political prisoners.”
“The second thing it should do is initiate joint discussions on holding new parliamentary elections. No one is giving Irakli Kobakhidze the choice of being selective, implementing some of the recommendations and not others. This is not his prerogative. Accordingly, he will have to implement these recommendations in all key areas,” Gegelia said.
For information, the OSCE has published a report on Georgia prepared within the framework of the Moscow Mechanism. The report discusses the developments in Georgia since the spring of 2024 and provides recommendations. According to the document, the main findings are that a democratic backsliding has been observed in Georgia during the mandate period. According to the report, violence against demonstrators, political opposition leaders, and journalists was combined with complete impunity for perpetrators. The government has gradually restricted freedoms of expression and assembly by adopting new laws that target civil society, political opposition, independent media, and the LGBT+ community. In addition, the report says that Georgia should repeal the Foreign Influence Transparency Act (TFI), the Foreign Agents Registration Act (FARA), and the Grants Act related to foreign grants. The report also provides recommendations to Georgia, OSCE participating States, and the international community.
