State Security Service - 5 individuals have been arrested who, in 2024-2026, dishonestly served up to 14,451 beneficiaries of soup kitchens on a daily basis and fraudulently misappropriated 3,529,000 GEL received from local district administrations

The State Security Service has detained 5 individuals on charges of fraudulently embezzling large amounts of state funds and aiding in the fraudulent embezzlement of large amounts of state funds, Emzar Gagnidze, Director of the Anti-Corruption Agency of the State Security Service, said at the briefing held at the agency.

According to him, in 2023-2026, 12 agreements were signed between LLC “Aladashvili & co” and the Isani, Chugureti, Mtatsminda and Krtsanisi district administrations of Tbilisi regarding the state procurement of free meal services for citizens in difficult social situations.

The investigation established that the director of LLC “Aladashvili & co”, together with LLC “Gid”, LLC “Bade” and LLC “Alion”, in 2024, 2025, 2026, served up to 14,451 beneficiaries in bad faith and improperly fulfilled their obligations on a daily basis. In particular, by forging product acceptance and delivery acts, they fraudulently appropriated a large amount of money belonging to the state - 3,529,000 GEL from the 18,909,104 GEL received from the local government units.

"As a result of the operational-search and investigative measures carried out by the Anti-Corruption Agency of the State Security Service, facts of fraudulent appropriation of large amounts of state funds and assistance in fraudulent appropriation of large amounts of state funds were revealed. Based on the judge's ruling, 5 persons were detained: four directors of the entrepreneurial entity and its subcontractor companies and one employee of the company.

The investigation established that in 2023-2026, a total of 12 agreements were signed between LLC "Aladashvili & co" and the Isani, Chugureti, Mtatsminda and Krtsanisi district administrations of Tbilisi, which concerned the state procurement of free meal services for citizens in difficult social situations, with a total value of 26,513,573 GEL.

The director of LLC “Aladashvili & co” transferred four of the 22 soup kitchens for management to subcontractor companies: LLC “Gid”, LLC “Bade” and LLC “Alioni”. The investigation establishes that the director of LLC “Aladashvili & co”, together with the aforementioned companies, during the validity period of the contracts, in 2024, 2025, 2026, served up to 14,451 beneficiaries in bad faith and improperly fulfilled the obligations assumed. In particular, by forging the product acceptance and delivery acts, they fraudulently appropriated a large amount of money belonging to the state - 3,529,000 GEL from the 18,909,104 GEL received from the district administrations.

The investigation into the above-mentioned act is underway under Article 180, Part 3, Subparagraph “b” and Article 25, Part 3, Subparagraph “b” of Article 180 of the Criminal Code of Georgia, which provides for imprisonment for a term of 6 to 9 years.

The Anti-Corruption Agency of the State Security Service continues to work to detect and prevent all types of corruption crimes. Here, we once again warn all entrepreneurs and public officials to carry out their activities in good faith, because any type of criminal act will be followed by an immediate response from the state, and the fight against corruption will have a permanent and irreversible nature,” Gagnidze said.
