Prime Minister Irakli Kobakhidze said that expressions of admission and repentance by prisoners are not a legal requirement for pardons, but are instead important for preventing future crime.

Speaking to journalists, Kobakhidze stated that the government’s position on the issue has been clearly defined and communicated, including to the Georgian Patriarchate.

“We have publicly stated that where there is admission and repentance, appropriate steps will be taken. We have shared this position with representatives of the Patriarchate on numerous occasions; this is publicly expressed. This is our position, which is very firm and clear,” Kobakhidze said.

In response to the question of whether repentance is a legal requirement for pardons, the Prime Minister clarified that it is not.

“Legally, [repentance is not required for a pardon] no. It is necessary for crime prevention. It is necessary for the state,” he said.
