According to Giorgi Gvarakidze, Chakhnashvili did not admit guilt, did not repent, and “because of this the court simply had no other option, since the specific article provides for imprisonment and there is no alternative punishment available.”

“All accused persons who admitted and repented for their crimes entered into plea agreements.
