A person in parliament was unable to present his own report - at a time when the situation is severe, when torture is reportedly taking place in detention facilities, and many prisoners say their rights are being violated. You, as the Public Defender, cannot verbally present your report, said Levan Gogichaishvili, one of the leaders of “For Georgia,” in the TV program “Day's Newsroom” on Palitranews, while assessing the annual report of Public Defender Levan Ioseliani, which was heard in parliament yesterday.
As Gogichaishvili explained, he and his party are particularly interested in what causes Levan Ioseliani’s “silence and inactivity in such an era,” given the difficult background.
“I am not attacking Levan; Levan is attacking himself. A simple question was asked by my party colleagues: can you verbally repeat what you wrote in the report? - we could not get him to say it.
The person could not present his own report. Ioseliani was defended by Georgian Dream, and Georgian Dream spoke on his behalf. The Public Defender is not a desk job. If Ioseliani thinks that being in office means having a car provided and being ‘a cool guy’ among his acquaintances, that is not how it works. Questions arose about what obligations Ioseliani has - are they tied to the position, or to the fact that his brother’s companies were forgiven by the state… We told him, speak for five minutes about the problems - and he still could not. The facts are simple: his family members are involved in the energy business and benefit from state-granted privileges. They operate without restrictions in business. The energy sector is a regulated business; the state controls it. Everyone else is being prosecuted, everyone with a different opinion, every donor - and how is it that millions are written off from companies connected to his relatives? We are not accusing anyone; we are bringing publicly available information forward and asking what explains his silence and inactivity in such an era. At a time when the situation is severe, when torture is taking place in detention facilities, and many prisoners say their rights are being violated, you, as the Public Defender, cannot even verbally present your report. The report itself was objective. We are asking whether this is related to the fact that you and your family have benefits in the energy business,” Gogichaishvili said.
He also spoke about Prosecutor General Giorgi Gvarakidze, who is presenting the Prosecutor’s Office’s 2025 report in parliament.
According to Gogichaishvili, Gvarakidze is not fulfilling his function and is the prosecutor general of Georgian Dream and Bidzina Ivanishvili.
“The Prosecutor General, who is busy presenting in parliament, is not a real Prosecutor General. He is the Prosecutor General of Ivanishvili and Georgian Dream. Gvarakidze is not fulfilling his duties and is not properly fighting corruption.
It is unimaginable - if you stop any Georgian Dream voter and ask them who is more corrupt, Kaladze or Gharibashvili, they will say Kaladze. Ivanishvili had personal interest and anger, so Gharibashvili was arrested, while Kaladze was spared. If someone steals money from kindergartens and free meal programs, what kind of humanity or Christianity is that - you are simply a beast. This is the attitude of the prosecution. They supposedly fight ‘call centers’ while they still operate. Gvarakidze has become an instrument of Ivanishvili’s personal grievances and revenge,” Gogichaishvili said.
He also spoke about the Prime Minister’s annual report scheduled for June 26, saying that “For Georgia” will have many questions for the Prime Minister because he is “a liar.”
“There will be questions. There are many - from torture in police stations to corruption and his lies. Kobakhidze is a liar! He promised people price reductions, but prices did not decrease. He promised many infrastructure projects, but they were not implemented. He promised a fight against corruption, but Kobakhidze and his team are drowning in corruption,” Gogichaishvili said.
He also commented on the Parliamentary Assembly of the Council of Europe’s discussion of the report on Georgia, saying that such decisions reflect the reality in the country.
“Of course, the constitutional balance in the country is broken. There are no checks and balances. Parliament, the judiciary, and the government are concentrated in the hands of one person. The fact that people can still breathe freely is thanks to the opposition media and citizens who do not accept the regime Ivanishvili is trying to establish.
No document can exist without the corresponding reality. That reality already exists, when justice is being used against free thought and free spaces,” Gogichaishvili said.
