"Neither Liluashvili was given the Ministry of Regional Development, nor Soso Gogashvili, when he left the State Security Service and returned to the party. You cannot give regions to another ministry, another agency, the State Security Service declared a monopoly on this, and this is already institutionally so tied to the State Security Service that if Mamuka Mdinaradze is not there, the State Security Service will not be able to interfere in regional politics. There is also a version that Mamuka Mdinaradze will have this function and he will control all this, he will take away the function of the regional state security service, which the State Security Service has today and will implement it himself. This is one version.

There is also another version. In fact, if they had come out at the briefing and said: We are creating a Ministry of Employment for Mamuka Mdinaradze, it would have been more adequate and sincere. They created the position of State Minister for a person, it was created for Mdinaradze. It was felt in the briefing, there was a subtext if you pay attention - that the Ministry of Regional Development will be abolished in a month and do not assume that we are appointing this man as a minister. This is more like the role of a gravedigger or the role of a bankruptcy trustee. If the ministry is already abolished in a month, why are you allowing him to be a minister in that ministry? Let him remain in the role of state minister for one month, which he had. In my opinion, it is obvious that it is ridiculous and inadequate.
