Tbilisi City Hall fined Smart Solution, a company performing rehabilitation works on Rustaveli Avenue, for violating the terms of the contract. This is stated in the penalty letter published on the website of the State Procurement Agency.
As stated in the document, the company was fined 1,583 GEL.
As BPN.GE writes, the letter explains that on August 7, an inspection was carried out on the section from Besiki Street to Freedom Square and it was determined that the works were not carried out in a 24-hour regime.
“From the letter of August 10, 2026, from the Infrastructure Development City Service of the Tbilisi Municipality City Hall, it is clear that you have violated the terms of the State Procurement Agreement (Rehabilitation Works of the Section of Sh. Rustaveli Avenue (from Besiki Street to Freedom Square) in Mtatsminda District, Tbilisi) concluded with the Tbilisi Municipality City Hall on July 10, 2026.
In particular, within the framework of the above-mentioned agreement, by the letter of July 27, 2026, from the Infrastructure Development City Service of the Tbilisi Municipality City Hall, you were instructed to carry out rehabilitation works on Sh. Rustaveli Avenue (from Besiki Street to Freedom Square) in Mtatsminda District, Tbilisi From July 28, 2026, in a 24-hour mode (in accordance with paragraph 3.5 of Article 3 of the Agreement), however, from the inspection report of August 07, 2026 (19:58), it is clear that the work on the above-mentioned facility was not carried out in a 24-hour mode.
In accordance with paragraph 9.8 of Article 9 of the Agreement on State Procurement, since, during the inspection carried out by the Purchaser during the supervision of the works, it was determined that the Supplier was not carrying out the works envisaged by the Agreement at the specified moment, a fine was imposed in the amount of 0.02% of the value of the Agreement (7 916 674.67 GEL), i.e. 1 583.34 GEL,” reads the penalty letter.
We would like to remind you that the rehabilitation of the capital's central avenue began on July 23 and, as announced, the works should be completed in 4 months, i.e. by the end of November. The rehabilitation of the avenue costs 19.761 million GEL, and the works are being carried out by the winning company Smart Solutions.
In addition, a separate tender has been announced for the rehabilitation of sidewalks, the total purchase price of which is 7,808,234 GEL.
