According to the non-governmental organization Transparency International Georgia, “People’s Power” is financed by individuals from the inner circle of Bidzina Ivanishvili, honorary chairman of “Georgian Dream.”

According to information released by the organization, “People’s Power,” which was artificially separated from “Georgian Dream” in 2022 and registered as a political party in March 2024, received GEL 861,750 from 28 donors through August 2026. Among them were 21 individuals who had previously donated GEL 1,969,169 to “Georgian Dream,” while three continue to finance both parties.

“The material presented in the study once again confirms that ‘People’s Power,’ a splinter of ‘Georgian Dream,’ is part of Ivanishvili’s network of influence. Among the donors, a group of individuals connected to Ivanishvili’s circle has been identified, including business partners of his brother, Aleksandre Ivanishvili, and his cousin, Ucha Mamatsashvili, as well as representatives of joint-stock companies linked directly to the Ivanishvili family. In total, these individuals donated GEL 381,000 to ‘People’s Power’ between 2024 and 2026.

“Among the donors is Archil Mamatsashvili, General Director of JSC Insurance Company Cartu, a representative of companies linked to Bidzina Ivanishvili. In 2025-2026, Archil Mamatsashvili donated GEL 70,000 to ‘People’s Power,’ having previously donated GEL 55,600 to ‘Georgian Dream.’ Insurance Company Cartu has received nearly GEL 3.5 million through public procurement from government and municipal institutions. Along with Archil Mamatsashvili, individuals connected to this joint-stock company - Ala Kakhniuri, Kakha Kobiashvili, Zaza Verdzeuli, Givi Lebanidze, and Zurab Chachkhiani - have transferred GEL 1 million to ‘Georgian Dream.’ Archil Mamatsashvili is a member of the supervisory board of JSC ATU Holding, a company linked to Ivanishvili.

“Giorgi Damenia, a business partner of Bidzina Ivanishvili’s brother, Aleksandre Ivanishvili, in LLC Tornado+, donated GEL 120,000 to ‘People’s Power’ in 2025-2026, having previously donated GEL 170,000 to ‘Georgian Dream.’ The company itself donated GEL 85,000 to Ivanishvili’s party between 2016 and 2018.

“Another major donor to ‘People’s Power,’ Irakli Bekaouri, is also linked to Bidzina Ivanishvili’s inner circle. He is the General Director of Bolero & Company LLC, which is 100% owned by Vakhtang Karichashvili, a business partner of Ivanishvili’s cousin, Ucha Mamatsashvili. Karichashvili is a citizen of both Georgia and Russia, and his companies rank among the ten largest wine exporters from Georgia to Russia. According to data for 2014–2024, he received GEL 56 million in agricultural subsidies from the Ministry of Agriculture. Before transferring GEL 60,000 to ‘People’s Power’ in 2026, Irakli Bekaouri had donated GEL 327,000 to ‘Georgian Dream.’

“Another donor to ‘People’s Power,’ Levan Getadze, is linked to Irakli Bekaouri and Vakhtang Karichashvili and frequently appears in public registry extracts as a representative of companies belonging to Ucha Mamatsashvili’s business partners. The GEL 13,000 donated by Getadze to ‘People’s Power’ is his first political contribution. For years, Levan Getadze owned LLC Trezor, founded in 2019. The laboratory, located in the Dighomi Massif, conducts medical research and analyses. Shortly after its establishment, the company began participating in public procurement and has received contracts worth nearly GEL 3.2 million to date. The laboratory is currently owned by the U.S. company Quest Biosciences LLC.

“Investigative media have traced another major donor to ‘People’s Power,’ Davit Balanchivadze, to Ucha Mamatsashvili. Studio Monitor linked Balanchivadze’s appointment as Executive Director of RMG GOLD in 2016-2017 to the interests of Ucha Mamatsashvili. It was in 2016 that Balanchivadze began making political donations to ‘Georgian Dream.’ To date, he has transferred GEL 532,000 to Ivanishvili’s party, while in 2026 he donated GEL 60,000 to ‘People’s Power.’

“As noted above, three of the 28 donors to ‘People’s Power’ - Aleksandre Tushuri, Mamuka Gogrchiani, and Givi Gabunia - continue to finance ‘Georgian Dream’ as well. On December 11, 2025, the three donated a total of GEL 60,000 to ‘People’s Power,’ and on February 18, 2026, they transferred the same amount to Ivanishvili’s party.

“Among the donors is Giorgi Meskhi, who served as director of the state-owned LLC SaspetsTrans from 2017 to 2020. His contributions to ‘People’s Power’ totaled GEL 58,000 in 2024; he had not made any political donations before 2024. While serving as director of the state-owned company, Meskhi, together with his business partner Giorgi Khujadze, founded the construction company Hiteco Group. Meskhi currently owns 100% of the company and serves as its director. The company is building a multi-story hotel in Isani. Meskhi also owns a 33% stake in Gonio Group.

“Another donor to ‘People’s Power,’ Guram Tetrashvili, is linked to a company involved in residential construction in Tbilisi and serves as director of LLC Georgia-Israel Business Group. The company is owned by Besik Papismedov, who is carrying out several construction projects in Tbilisi. Like Giorgi Meskhi, the GEL 10,000 transferred by Tetrashvili to ‘People’s Power’ was his first political contribution,” the statement said.
