The entire situation regarding the cascade project is the result of Georgian Dream's criminal policy, leaving the country liable for a $443 million payment plus daily fines until the debt is settled. Opposition politician Roman Gotsiridze made these remarks on PalitraNews' program Political Space while discussing the legal proceedings involving the Turkish company Enka and the failed Namakhvani HPP project.

According to Gotsiridze, while the Paris court is reviewing procedural violations, Enka filed a lawsuit with a US court seeking enforcement of the claim; the court ruled that the Georgian government must pay the amount immediately. The opposition politician noted that this means Enka has the authority to seize and sell any of the country's assets in the event of non-payment.

“This harmful government has caused us to lose an incredibly large amount of resources—specifically in the form of fines. For at least 10 to 15 years, no major regulating hydroelectric power plant will be built in Georgia, as this triggered a domino effect: the Nenskra project followed—with the Korean investor withdrawing—and then the Indian investor left the Khudoni project. Three significant HPPs, which were supposed to ensure Georgia’s energy independence, will now never materialize.

We needed regulating HPPs so as not to be dependent on Russia’s energy system. Now, there is neither an investor nor the money; our reputation has been so tarnished that who would even want to come to Georgia? They have inflicted colossal losses upon us.

As for the statement claiming this dispute is heading to a Paris court: the arbitration proceedings in Paris have already concluded; the only matters currently being appealed in the ordinary Paris courts are procedural issues.

443 million is a catastrophically large sum. The Turks invested a maximum of 40 million in the Namakhvani HPP project. This is why this government is culpable and corrupt; about two years ago, they paid approximately 300 million GEL to foreign lawyers—and it appears corruption is at play here too, and it seems they are pocketing so-called "Kickbacks”—otherwise, why did they lose so catastrophically? Where were their top-notch foreign lawyers when such staggering figures were imposed on us?

As for appealing this in America: Enka didn't wait for the regular Paris court—which had temporarily suspended payment after the Georgian government argued that the budget couldn't handle the cost—to conclude the dispute. Instead, Enka sought enforcement in Washington, and the American court ruled that the Georgian government must pay immediately. This means that if we don't pay, Enka can seize and sell off any Georgian asset—with the exception of our reserves and diplomatic properties—right away," stated Roman Gotsiridze.
