Irakli Kupradze – Kakhi, everyone has their own "nine years," and yours are nine years of corruption

"Kakhi, everyone has their own 'nine years,' and yours is a nine-year period defined by corruption, lawlessness, injustice, tragedies, and a failure to take responsibility," stated Irakli Kupradze, Secretary General of Lelo – Strong Georgia.

He described Kaladze’s administration as the most corrupt, deceitful, and irresponsible in Tbilisi's history—an administration that failed to take responsibility for a single tragedy, death, or instance of structural collapse.

Kupradze reminded the public of various promises Tbilisi Mayor Kakha Kaladze had made to voters since 2017—promises that, according to Kupradze, either went unfulfilled or were only partially realized. These include, among others, the construction of ten underground parking facilities, the addition of second exits at the Guramishvili and Marjanishvili metro stations, and the creation of an above-ground metro line connecting Rustavi and Tbilisi.

"It was exactly nine years ago, in 2017, that one of Kakha Kaladze’s first presentations took place near the Philharmonic Concert Hall. Nine years have passed since then, and he has gone on to run for a third term in the Tbilisi elections. Throughout these nine years—starting from 2017—the vast majority of the promises he made have gone unfulfilled. I address Kakha Kaladze directly: Kakhi, everyone has their own 'nine years,' and yours have been defined by corruption, lawlessness, injustice, tragedies, and a failure to take responsibility. Kakha Kaladze’s nine years will not go unpunished, for he deceived the people of Tbilisi—he deceived you. These lies cover many issues, but let me remind you of a few: back in 2017, as Kaladze’s nine-year tenure was beginning, he was supposed to open an underground parking facility near the Philharmonic; indeed, ten massive underground parking lots were planned across Tbilisi. During this time, the number of parking spaces in the city has actually decreased by nearly 50,000, yet Kaladze bestowed a 'huge gift' upon the people of Tbilisi in the form of various fines, increased by 100%, and some even by 150%. By 2026, Kaladze had already collected a record amount in fines from the pockets of Tbilisi residents. In 2018—Kaladze’s first year—he announced that an above-ground metro line connecting Tbilisi and Rustavi would be built. Eight years have passed, and Kaladze failed to deliver on this as well; today, there is a transport collapse between Rustavi and Tbilisi, for which he has still not taken responsibility. During these nine years, he commissioned a study—costing 12 million—only to conclude that the Rustavi-Tbilisi above-ground metro would not be built. He spent that money simply to justify a lie he had told you; we are dealing with an act of incredible irresponsibility and wrongdoing. Over these nine years, across various election campaigns, Kaladze promised to build eight metro stations. This was an irresponsible lie that, once again, went unfulfilled. Akhmeteli Metro Station was supposed to have a new, second exit by 2024—given that it is a high-traffic location—yet this was never built, and once again... Kaladze misled the people of Tbilisi. The situation is the same at the Marjanishvili metro station. He promised that by 2026, residents would have a second exit at Marjanishvili metro, yet this too failed to materialize. Then there is the issue of the Guramishvili metro station renovation—a matter pending since 2017—leaving the station in a dilapidated, cave-like state; a responsibility Kaladze has once again failed to shoulder. For years, he offered excuses, claiming the Guramishvili renovation had stalled because work was focused on the roof and façade of the Varketili metro station—a project that was eventually completed only with great difficulty. One major deception, which has taken a toll on both the nerves and finances of Tbilisi residents, concerns the construction of bridges over the Mtkvari River. He presented plans for connecting bridges over the river at Gelovani Avenue and Samtredia Street—yet another instance of lies, irresponsibility, and broken promises characterizing Kaladze’s nine-year tenure. At a government meeting, he announced plans to construct a transport interchange near the "Vepkhi da Moqme" (The Panther and the Youth) monument. More than 300 million has been spent. Do you see any transport interchange or a bridge connecting to the opposite embankment? You don't, because Kaladze is the most corrupt, deceitful, and irresponsible mayor in Tbilisi's history—one who has taken no responsibility for any tragedy, death, or destruction. Finally, consider the landfill—a major issue where rehabilitation cost 11 million GEL under Georgian Dream, followed by another 17 million in spending. Yet, the same problems persist to this day; that is why I reiterate: the nine-year era of Kaladze—built on corruption, lies, and irresponsibility—is drawing to a close. However, I state this now and promise Kaladze and the corrupt Georgian Dream personally: We will constantly remind the people of Tbilisi of every promise that turned out to be a lie or a deception, so that the citizens may clearly understand under whose rule the capital currently stands. We, Lelo – Strong Georgia, will fight to the very end until the responsible parties—and specifically Kakha Kaladze—are held accountable for every single lie and act of deception," he stated.
