Nikoloz Samkharadze: We cannot accept the enlargement report as realistic or impartial, given that the European Commission has no idea what the Georgian state is doing or what reforms have been implemented

We cannot accept the European Commission’s enlargement report as realistic or impartial, given that the Commission has no idea what the Georgian state is doing, nor what reforms specific agencies have carried out to move closer to the European Union, - Nikoloz Samkharadze, Chair of the Parliament’s Foreign Relations Committee, said during a joint session of the Foreign Relations and European Integration Committees, in response to the European Commission’s 2026 enlargement report.

According to Samkharadze, there has effectively never been an instance in the history of EU enlargement where the European Commission issued a progress report without having any contact or engagement with the state agencies or ministries of the country in question—the very bodies responsible for implementing the reforms required for EU membership. According to Samkharadze, this is an unprecedented case.

"Consequently, we certainly cannot accept this report as either realistic or impartial, given that the European Commission simply has no idea what the Georgian state is doing, nor what reforms specific ministries and agencies have implemented to move closer to the European Union—simply because they have had no contact.

Furthermore—to put it bluntly—it is outrageous that the report claims the Georgian Prime Minister’s statement violates the Constitution. I do not know what their motivation is, or why they assume that we are either blind, ignorant of history, or incapable of verifying facts. Everyone knows—and for those who do not, I wish to state once again from this podium—that the European Union suspended political dialogue with Georgia in June 2024, whereas the Georgian Prime Minister’s statement was made in November 2024. I will not delve into the substance of that statement now—as it addressed an entirely different matter—but the document confirming that the European Union suspened political dialogue with Georgia dates back to June 2024! Yet, in June 2024, none of the issues our European partners are currently expressing concern about—neither the so-called peaceful demonstrations, nor the so-called "repressive" legislation, nor the "arbitrarily" detained individuals—actually existed.

In June 2024, there was only one thing: the "Transparency Law." Similar legislation is currently in effect in most major European states; indeed, the vast majority of these nations have tightened their laws regarding foreign interference and foreign funding. This trend extends beyond Europe as well—countries ranging from Canada to Japan are all considering stricter legislation in this area.

Consequently, such inaccuracies are unacceptable, as it is clear that an attempt is being made to blame the Georgian government for the suspension of political dialogue. However, facts and history are stubborn, and they show that it was the European Union that halted political dialogue with Georgia in June 2024," stated Nikoloz Samkharadze.
