"In general, when the country is in a difficult economic situation and the government makes a decision that hits private business and threatens to lose tens of thousands of jobs in the private sector, then it would be morally, legally and politically justified for the government to tighten the bureaucracy belt. When strict measures are introduced by the government whether it's due to pandemic, economic crisis or something else, of course, first of all it's the government and the public service that should start "tightening the belts". This is especially true in countries like Georgia. Too many people, especially in the regions, are employed in Non-commercial Legal Entities and LEPLs where no wealth is generated and where the main employees are party activists. First of all, there has to be a 'tightening of the belts', a reduction in wages, a reduction in the number of people employed - it's for the simple reason that these people do not generate wealth there, they just take money from our taxes, distribute and spend it on their party activities", - Kapanadze said.
