As Kobakhidze said in response to the question asked at the briefing, where there is a high degree of polarization, it is better to have a high barrier, and where there is a low degree of polarization, it is possible to talk about a low barrier.

"Constitutional changes are a purely political issue. This is a topic that requires a political solution, and we will make this political decision if the opposition takes steps towards depolarization, for one simple reason - where there is a high degree of polarization, it is better to have a high threshold, and where there is a low degree of polarization, a low barrier is possible. There are no other conditions. We said that in accordance with the principle of parliamentary sovereignty, we would return to the consideration of this bill. No condition was given that we would accept these changes. The chance that we will pass this draft law is very high, although it will all ultimately depend on the extent to which the opposition will take steps towards depolarization," Kobakhidze said.
