It is impossible to have a negative conclusion on one, the other or both draft laws, there may be only comments or recommendations on details - the Venice Commission cannot say that the law should not be adopted, Georgian Dream chairman Irakli Kobakhidze regarding the People's Power bills in foreign agents.

According to him, after the first reading of both draft laws, the Venice Commission will be asked to present its conclusion as soon as possible, after which the discussion in the Parliament will continue on the draft law, which the Commission will have a positive assessment of.

"We will support both bills in the first reading, committee hearings will be held in the next few days, then it will go to the plenary session. In the first reading, both the Georgian and the American versions will be accepted, then both documents will be sent to the Venice Commission. We request to present the conclusion in an accelerated manner, the adoption of the appropriate version of the draft law will be completed by the end of the session. If there is a positive conclusion regarding the American option, the consideration of the American option will continue, if there is a positive conclusion regarding the Georgian option, the consideration of the Georgian option will continue. In all cases, there will be a conclusion regarding the details of the draft law, no one can say that transparency is not appropriate, there may be separate comments regarding one, the other or both laws, which we will discuss, but a priori it is impossible to have a negative conclusion on one, the other or both draft laws. There may only be notes or recommendations on details. Therefore, we will adopt one or the other law in all cases, before that we will wait for the conclusion of the Venice Commission. The Venice Commission is not a political body, it is an institution of legal expertise, therefore, naturally, the Venice Commission cannot say that the law should not be adopted, moreover, it is only about transparency," said Irakli Kobakhidze.

When asked why they intend to pass the first reading of the draft law before sending it to the Venice Commission, Kobakhidze says that there are some technical changes to be made in the version of the Georgian draft law.

"On the level of principles, the draft law will be adopted in the first reading. In the first reading, both of them will be adopted, in the end we will not adopt one or the other, and the choice will depend on the conclusion of the Venice Commission. We had a discussion about some technical issues, which does not apply to the American one, because it is a literal translation. As for the Georgian version, some technical corrections should be made before it is sent to the Venice Commission. Committee and plenary hearings should be held for this. The Venice Commission cannot give negative opinion on the level of principles, because the law establishes the transparency of non-entrepreneurial legal entities, especially since the second law is an exact copy of the American one, it has been in force for 85 years and has stood the test of time," said Irakli Kobakhidze.
