The function of monitoring and legal response to insulting and degrading statements in public space has been assigned to the Human Rights Department of the Ministry of Internal Affairs.

The government adopted the relevant resolution. The amendment in this direction has been reflected in the regulation of the Ministry of Internal Affairs.

The tasks of the Human Rights Department have been expanded and it was assigned “monitoring and proactively detecting publicly disseminated statements that insult/degrade human dignity, which contain signs of a violation of the law provided for by the Code of Administrative Offenses of Georgia”. The aforementioned department must ensure appropriate legal response to them in accordance with the procedure established by the legislation of Georgia.

The Human Rights Department will also be tasked with timely response to facts containing signs of a crime of public violence or hate speech and ensuring the effectiveness of the investigation.

The resolution, signed by Prime Minister Irakli Kobakhidze, will come into effect on June 1, 2026.
