It is a given that the August 12, 2012 agreement was an act of capitulation for the Georgian side - before that, the occupation forces could not exercise control over 125 villages, and from August 12, their control over 125 settlements has been formalized! If the essence of this agreement had been that Russia would withdraw its own forces, and the Georgian side would not have any obligations, it would have theoretically been a non-capitulation agreement, - Prime Minister Irakli Kobakhidze stated this at a briefing held at the government administration.
Kobakhidze believes that with the 6-point ceasefire agreement, the Georgian side de facto gave up what it controlled until August 8.
“The Russian side was on the offensive on August 12. The Georgian side was on the defensive, and when you sign an agreement that is detrimental to you at such a time, this is an act of capitulation.
There was a certain situation before August 8, and this situation changed from August 12. The situation was this - until August 8, a total of 125 villages were under Georgian control. By this agreement, the Georgian side gave up 125 de facto settlements. This is capitulation. What we controlled before August 8, we gave up with this agreement. We gave up not forever, but we gave up the right to control, which we had before August 8.
Before that, we controlled 2/3 of the inhabited territory of the Tskhinvali region - more than 100 villages, we controlled upper Abkhazia. Ultimately, the August 12 agreement was signed, which strengthened the control of the de facto forces legally,” said Irakli Kobakhidze.
In addition, Kobakhidze also says that the Georgian government is constantly working on fulfilling the obligations assumed by Russia.
“Not all the conditions in the agreement could be Russian. That is why we are talking about the fact that the relevant points are to be fulfilled. We fulfilled what we had to fulfill. There was a point there that is related to the Russian side, and they did not fulfill this obligation. To this day, occupation troops are stationed in Tskhinvali and Abkhazia, which is a violation of the principles of international law. Not all points are in the interests of Russia. When two sides sign something, there are points on both sides, but the situation is such that we fulfilled the stipulated conditions and Russia did not. Our obligation is to continue working to fulfill the terms of this agreement,” said Irakli Kobakhidze.
According to Kobakhidze, the document is to be criticized in terms of Russia’s failure to fulfill its obligations.
"Perhaps the enforcement mechanisms are not well defined. During all this time, this discovery has been made not only by us, but by everyone. Two parties agreed on something and the European Union was the guarantor of it. When you agree on something and it is not fulfilled, it is already obvious that there is a problem with the guarantor, the agreement, and everything else. An agreement is signed so that the parties and guarantors take measures to implement it," Kobakhidze said.
