According to Parliament Speaker Shalva Papuashvili, the position of State Minister for Regional Policy issues will not be created.

He also noted that discussions are underway regarding the merger of the Ministry of Regional Development and the Ministry of Infrastructure.

“As for the draft related to changes in the structure of the government, we will probably not discuss it this session week, but in the next session week. This position of State Minister will no longer be created. As you know, it was previously announced that the position of State Minister for the coordination of law enforcement agencies would be abolished, and a position in the regional direction would be created instead. Regarding the abolition: the post of State Minister with the function of coordinating law enforcement agencies will be abolished, and the post for coordination in the regional direction will not be created. Discussions are ongoing, and the Ministry of Regional Development and the Ministry of Infrastructure will most likely be merged,” Papuashvili said.

He also noted: “It was precisely due to Mamuka Mdinaradze’s political experience, political weight, and knowledge that the creation of this position was planned. Since he decided to leave politics, this decision has changed.”

“It was said right away that the tasks assigned by the Prime Minister to Mamuka Mdinaradze, including the coordination of law enforcement agencies, were of course based among other things on his personal capabilities. He performed this function very well, and this coordination is well established today. There was a desire to do the same in terms of coordination in the regional direction. Given that Mamuka Mdinaradze decided to leave politics, this need no longer exists. It was precisely due to Mamuka Mdinaradze’s personal capabilities that the creation of this position was planned.

The government is a political team; in a political team, political figures who have the resources to carry out certain activities are important. To coordinate various ministries or structures, political experience and resources are of course needed, which Mamuka Mdinaradze had to a special degree in this regard. His work in coordinating law enforcement agencies is the best confirmation of this. Of course, it was precisely due to Mamuka Mdinaradze’s political experience, political weight, and knowledge that the creation of this position was planned. Since he decided to leave politics, this decision has changed. Technically, the government will withdraw [this draft]. As far as I know, the existing draft has been withdrawn.

As for the position of head of the new ministry, there is a Minister of Infrastructure, and in this regard, I think Rezi Sokhadze is handling it well,” Papuashvili stated.

Recall that a few weeks ago, the creation of the post of State Minister for Regional Policy issues was announced, a position that Mamuka Mdinaradze was to occupy. However, a few days ago Mdinaradze announced his departure from politics. As for the Ministries of Regional Development and Infrastructure, these agencies, which had functioned as a single ministry for years, were separated in April 2025, and in September of this year the complete abolition of the Ministry of Regional Development had been decided.
